 ‵23년 말 대통령직속 지방시대위원회가 발표한 ‘지방시대 종합계획(2023~2027)’에 따르면 국토면적의 12%에 불과한 수도권이 인구 및 총생산의 50% 이상을 차지하고, 100대 기업의 본사 중 86%가 수도권에 위치하는 것으로 나타났다.

 산업연구원은 ‵22년 발표자료에서 지역 간 균형발전 불평등도가 2008년 57%에서 2018년 74%까지 상승했고, 수도권·비수도권 간 격차가 확대될수록 인구감소 및 지방소멸위기가 가속화 할 것으로 전망했다.

이에 김상훈 의원은 지역 간 불균형을 해소하고, 낙후지역에 특구의 낙수효과를 확산시켜 동반성장의 선순환 구조를 안착시키고자 ‘지역균형투자촉진 특별법’을 대표발의 했다.

해당 법안을 통해 지방투자와 지방기업, 기회발전특구 등에 대한 재정·세제 지원, 특구 내 규제 특례 등의 근거를 마련하고 법인세법, 소득세법, 상속세법 등의 후속 개정 입법으로 기회발전특구로 이전하는 중소기업의 상속세 면제, 법인세 및 해당 기업근로자의 소득세에 대한 차등 세율 적용 등 세제 혜택을 구체화할 방침이다.

 김상훈 의원은 “수도권·비수도권 간 불균형발전 문제 해결은 더 이상 늦출 수 없는 국가적 과제”라며 “법 제정을 통해 지역 민생경제 활성화와 함께 모든 국민이 어디에 살든 균등한 기회를 누리는 지방시대 구현에 기여할 것으로 기대한다”고 밝혔다.
