【브레이크뉴스 경북】이성현 기자=경상북도선거관리위원회는 3월 5일 실시되는 제1회 전국동시새마을금고이사장선거 및 4월 2일 실시되는 상반기재․보궐선거를 앞두고 설 명절 전후 위법행위 예방‧단속 활동을 강화한다고 15일 밝혔다.

금고이사장선거 및 재․보궐선거가 다가옴에 따라 입후보예정자 등이 인지도를 높이고 지지기반을 확대하기 위해 명절 인사 명목으로 금품을 제공하거나 사전선거운동을 하는 등 위법행위가 발생할 우려가 커지고 있다.

이러한 우려에 대응하기 위해 경북선관위는 각 구․시․군선관위에 특별 예방․단속을지시하였으며, 입후보예정자․예비후보자와 정당․국회의원․지방자치단체장․지방의원 및 금고 등 관련 기관․단체를 대상으로 적극적인 안내․예방활동을 전개할 예정이다.

다만, 사전 안내에도 불구하고 ‘돈 선거’ 등 중대선거범죄가 발생할 경우무관용 원칙을 적용하여 고발 등 엄중히 조치할 방침이다. 이번 금고이사장선거와관련한 위탁선거법 위반행위 조치건수는 전국적으로 고발 6건, 수사의뢰 2건, 경고 4건 등 총 12건(2025. 1. 14. 기준)이다.

또한, 공직선거법·위탁선거법을 위반하여 명절 선물을 수수하거나 식사를 제공받는 경우 최고 3천만원의 범위에서 제공 받은 금액의 10배 이상 50배 이하에 상당하는 과태료가 부과되므로 유권자의 주의가 필요하다.

과거 명절에 공직선거법을 위반하여 조치 된 주요 사례로는 ▲국회의원 보좌관 명의의 명절 선물(40,000원 상당 곶감)을 택배로 제공받은 선거구민 124명에게 총 2,960만원의 과태료 부과 ▲후보자가 되려는 사람의 친척으로부터 명절 선물(18,000원 상당 장아찌 세트)을 택배로 제공받은 선거구민 296명에게 총 5,229만원의 과태료 부과 등이 있으며, 경북의 경우에도 ▲김천시장이 다수의 주민에게 명절선물을 제공하여 최근 당선무효형이 확정된 사례가 있다.

경북선관위는 명절 연휴에도 신고접수를 위한 비상연락체제를 유지한다면서 위법행위를 발견하면 1390번으로즉시 신고·제보해 줄 것을 부탁하였다. 위법행위신고자에게는 최고 5억(금고이사장선거 관련 3억원)의 포상금을 지급한다.

The Gyeongbuk Election Commission stated that it will maintain an emergency contact system for reporting even during the holiday season, and asked that anyone who discovers illegal activities immediately report or tip off by calling 1390.
