등록 신청 개시일이 공휴일이지만 '공직선거관리규칙' 제26조에 따라 이날 오전 9시부터 오후 6시까지 관할 군선거관리위원회에서 예비후보자 등록이 가능하다. 다만 군수 및 지역구 군의원 선거를 제외한 다른 선거의 예비후보자 등록은 3월 22일에는 진행되지 않는다.

예비후보자가 되기 위해서는 선거일 기준 18세 이상(2008년 6월 4일 이전 출생자)이어야 하며, 관할 군선관위에 가족관계증명서 등 피선거권 증명서류와 전과기록 증명서, 정규학력 증명서 등을 제출해야 한다.

예비후보자로 등록한 사람은 후원회를 설립할 수 있으며, 군수선거의 경우 선거비용 제한액의 50% 범위에서, 지역구 군의원선거의 경우 최대 3천만 원까지 후원금을 모금할 수 있다.
