【브레이크뉴스 포항】박희경 기자=포항시의회(의장 김일만)는 13일 제321회 임시회 제2차 본회의에서 17건의 안건을 의결하고 폐회했다.

이날 본회의에 앞서 5분 자유발언을 통해 안병국 의원이 미국 철강 관세부과에 따른 대응책 마련과 철강산업 위기 및 탄소중립시대에 발맞춘 수소환원제철소의 건립을 주장했다.

김성조 의원은 동해 심해 가스전 개발의 지속 추진을 촉구하며 이를 위한 시차원의 TF 구성, 시의회 특별위원회 및 범시민대책위원회 구성 등을 주장했다.

김종익 의원은 대규모 택지개발사업 등에서 과오납 된 상수도 원인자부담금이 납부 주체가 직접 청구해야만 환급이 가능한 현실을 지적하며 환급 대상자에게 개별통지 등 포항시의 적극행정을 촉구했다.

이어 본회의에서 포항시 다회용기 사용 활성화 지원 조례안, 포항시 읍·면·동의 명칭과 관할구역에 관한 조례 일부개정조례안, 포항시 수소산업 육성 및 지원에 관한 조례 일부개정조례안, 포항시 도시계획 조례 일부개정조례안 등 총 17건의 안건을 처리했다.

특히, 시의회는 ‘미국 철강제품 관세 부과에 따른 철강산업 위기 범정부 공동대응 촉구 결의안’을 채택해 미국 트럼프행정부의 수입 철강·알루미늄 제품에 대한25% 일괄 관세 부과 조치에 따른국내 철강산업 보호 및 경쟁력 강화를 위한 범정부 차원의 공동대응책 마련을 촉구했다.

또한, 정부에 포항시의 ‘산업위기대응특별지역’지정을 통한 종합적인 지원책 마련을 요청했다.

김일만 의장은 “임시회 기간 올 한 해 포항시정의 토대가 되는 주요업무계획을 면밀히 검토해 준 의원들의 노고에 감사드린다”며, “미국의 철강 관세 부과는 지역 철강산업 뿐 아니라 국가 경제 전반에 큰 영향을 미치는 심각한 위기임을 인식하고, 철강산업 위기 극복에 모든 역량을 집중해 나가자”고 말했다.

한편, 시의회의 다음 회기인 제322회 임시회는 오는 3월 4일부터 11일까지 8일간 일정으로 진행될 예정이다.

In particular, the city council adopted the ‘Resolution Urging Joint Governmental Response to the Steel Industry Crisis Due to the Imposition of Tariffs on US Steel Products’, urging the establishment of a joint government-wide response plan to protect the domestic steel industry and enhance its competitiveness in response to the Trump administration’s 25% blanket tariff on imported steel and aluminum products.

In addition, it requested the government to establish comprehensive support measures by designating Pohang City as a ‘Special Industrial Crisis Response Zone.’

Chairman Kim Il-man said, “I would like to express my gratitude to the members who have carefully reviewed the key business plans that will form the foundation of Pohang City administration this year during the extraordinary session,” and added, “We recognize that the imposition of steel tariffs by the United States is a serious crisis that will have a major impact not only on the local steel industry but also on the national economy as a whole, and we should focus all our capabilities on overcoming the steel industry crisis.”

Meanwhile, the next session of the city council, the 322nd extraordinary session, is scheduled to be held for eight days from March 4 to 11.
