13일 대구지법 형사 11부(김상윤 부장판사) 심리로 열린 결심 공판에서 검찰은 김 군수에게 징역 12년에 벌금과 추징금 각 2억원을, 뇌물 공여자에게는 징역 1년6개월을 구형했다. 검찰은 뇌물을 전달했다는 전달자와 주변인들의 진술이 일관된다는 점에 주목했다.

반면, 피고인의 주장에는 일관성 없는 것으로 판단했다. 검찰은 "피고인의 진술에 일관성이 보이지 않는다“며 ”1억원이 넘는 수수액은 매우 중한 범죄로 고위 공무원의 공정성과 청렴성이 크게 훼손됐다"고 구형 이유를 밝혔다.

이에 대해 김 군수는 혐의를 인정하지 않았다. 김 군수는 "선거 당시 도와준 사람이라 가깝게 지냈다. 뇌물 수수건으로 함께 매도되는 것 같다. 공소 사실 자체도 맞지 않는다.“며 억울하다는 입장을 나타냈다. 김 군수는 또, "통합신공항 이전사업을 추진해야 한다. 군수로서 마무리 지을 수 있도록 해달라”고 선처를 호소하기도 했다.

한편, 김영만 군수는 지난 2016년 두 차례에 걸쳐 군위군청 전직 공무원을 통해 군위군 통합 취·정수장 공사에 대한 수의계약 청탁 대가로 공사 업자인 A 씨로부터 뇌물을 받은 혐의로 기소됐다.

김 군수는 지난 해 11월 구속됐지만 통합신공항 주민투표 업무 등의 이유로 보석을 신청, 법원이 이를 받아들여 올해 초 석방됐다.

김 군수는 지난 2016년 3월과 6월 두 차례에 걸쳐 군위군청 소속 전직 공무원을 통해 2억원을 받은 혐의로 기소됐다. 그는 지난해 11월 구속됐지만, 대구·경북 통합 신공항 이전을 앞둔 올해 1월 보석으로 풀려났다.
