17일 포항 라한호텔에서 경상북도와 제주특별자치도(도지사 오영훈)는‘해양인문 교류 및 섬 생태관광 활성화를 위한 업무협약(MOU)’를 체결했다.

이번 협약을 통해 양측은 ▷해녀문화 보존‧전승, 해양역사 재조명 등 해양인문 교류 ▷생태체험, 해양레저 등 섬 생태관광 활성화 방안을 마련하기로 했다.

또 ▷섬 생태자원의 보존과 지속가능성 유지를 위한 환경보전분담금 제도 도입 ▷글로벌 해양폐기물 공동 대응 및 블루카본 사업화 공동 노력 ▷지질공원 활성화를 위한 공동협력체계 구축 등도 협력하기로 했다.

이를 통해 양 도는 ‘해양은 우리의 미래’라는 인식을 확산하고 비전을 공유하며, 환경의 가치를 높이는 사람 중심의 관광을 목표로 고부가가치 콘텐츠를 발굴할 방침이다.

또 해양생태계를 활용한 온실가스 감축기술을 개발하고 우수한 지질유산자원을 보전하고 교육‧관광자원으로 활용해 국민의 휴양 및 정서함양에 기여하고 지역경제 활성화를 도모한다는 구상이다.

한편, 이날 협약식에서 경북도는 세상의 온갖 파란(萬波)을 없애고 평안(息)하게 하는 피리(笛)라는 뜻으로 통일신라가 왕실에서 정치적 불안이나 국난이 진정되고 태평성대가 오기를 염원하는 제례에 사용했던 만파식적을 제주도에 전달했다.

또 제주도는 2016년 제주해녀문화가 유네스코 인류무형문화유산으로 등재된 것을 기념해 우정사업본부에서 ‘무형문화유산 시리즈’로 발행한 기념우표를 전달하며 서로 우의를 다졌다.

이철우 경북도지사는 “울릉도 일주도로 개통에 이어 대형 크루즈선을 운항하고 있다. 2025년 공항까지 개항한다면 울릉도는 천혜의 관광지가 될 것이다”며 “지속적인 협력을 통해 울릉도와 제주도가 세계적인 관광 명소로 발전할 수 있도록 다양한 노력을 펼쳐 나가자”고 강조했다.

오영훈 제주도지사는 “변화하는 여행 트렌드에 발맞춘 포스트 코로나 관광 정책과 전략이 요구된다”며 “경북‧제주의 생태환경과 역사‧문화‧먹거리 등 관광자원을 연결하는 프로그램 개발에 공동으로 협력하자”고 전했다.
