행사장 곳곳에서 반복된 접근권 침해와 편의 미제공이 올해도 그대로 반복되면서, 장애인들은 다시금 “존재하지 않는 사람”으로 취급받았다는 지적이다.

대구장애인차별철폐연대는 8일 발표한 논평에서 “치맥의 열기 뒤에 감춰진 배제의 현실을 더는 묵과할 수 없다”고 밝혔다. 

대구시가 후원한 이번 치맥페스티벌에서 장애인을 위한 편의는 여전히 부실하거나 아예 존재하지 않았다는 것이다.

단체는 “장애인을 위한 공간이 아니라, 장애인을 철저히 배제한 공간이었다”고 강조했다. 축제 안내도 어디에도 장애인 화장실이나 접근 가능한 동선은 표시되지 않았고, 무대 접근은 불가능했으며, 자막이나 수어 통역은 전무했다. 그늘막이나 쉼터도 대부분 휠체어가 접근할 수 없는 구조였다는 지적이다.

더 심각한 문제는 이러한 차별이 단순한 ‘소홀함’이 아니라 “제도화된 배제”라는 점이다. 장애인차별철연대는 “‘장애인 양보석’ 같은 낙인적 표현, 호출벨을 눌러도 무반응인 상황 등은 장애인을 불편한 존재로 취급하는 인식이 행사 기획 전반에 내재되어 있음을 보여준다”고 비판했다.

이번 논평은 단순한 불만 제기에 그치지 않는다. 장애인차별철폐연대는 '장애인차별금지법'에 근거해 문화행사에서 장애인의 정당한 편의 제공은 법적 의무임을 강조했다. 그럼에도 불구하고 축제 주최 측인 한국치맥산업협회와 이를 관리·감독해야 할 대구시는 이를 방기하고 있다는 비판이다.

실제로 주최 측은 지난해에도 유사한 지적을 받았으나, 올해도 달라진 점은 거의 없었다는 것이 장애인 단체들의 평가다. 단체는 “이는 명백한 반복적 차별”이라며 “단순한 미비가 아닌, 제도적·구조적 차별”이라고 못 박았다.

특히, 대구시의 태도에 대한 실망도 크다. 축제를 직접 주최하진 않았지만, 협회의 주무 부서로서 사실상 축제의 승인과 관리 책임을 지고 있음에도, 대구시는 여전히 “후원기관일 뿐”이라는 입장을 고수하며 책임을 회피하고 있다는 것이다.

장애인차별철폐연대는 장애인을 낙인 찍는 용어와 구조의 전면 개선, 대구시의 공개 사과 및 재발 방지 대책 수립, 문화행사 전반에 장애인 당사자 참여 보장, 편의제공 관련 법적 기준의 이행 여부 점검 및 실질적 개선을 촉구했다.

아울러 이들은 “치맥페스티벌은 축제가 아니라, 차별의 반복이었다. 장애인 없는 축제는 더는 ‘축제’라 부를 수 없다. 모든 사람을 위한 축제를 위해 지금이라도 대구시와 주최 측은 책임을 져야 한다"고 강조했다.

The Solidarity for the Elimination of Discrimination against Persons with Disabilities emphasized that providing reasonable convenience to persons with disabilities at cultural events is a legal obligation based on the ‘Prohibition of Discrimination against Persons with Disabilities Act.’ Despite this, the Korea Chicken and Beer Industry Association, the festival organizer, and Daegu City, which should be managing and supervising it, are criticizing them for neglecting this.

In fact, the organizers received similar criticism last year, but according to the assessment of disability groups, there was little change this year. The groups stated, “This is clear repeated discrimination,” and “It is not a simple deficiency, but institutional and structural discrimination.”
