이들은 지난 4월 ‘2025년 대구지역 장애인 권리보장 정책요구안’을 대구시에 전달하고 김정기 대구시장 권한대행과의 면담을 요청했으나, 2026년 예산안이 결정되는 시점까지 구체적인 답변을 받지 못했다고 밝혔다.

장애인 활동지원서비스는 지역사회에서 홀로 생활하기 어려운 장애인에게 활동지원사를 파견하는 제도다. 최중증 장애인에게는 24시간 지원이 생존과 직결되지만, 대구시의 지원은 매우 제한적이다. 지난 5년간 활동지원서비스 법정 급여 대상자는 4,376명에서 6,696명으로 증가했지만, 시비 추가지원제도 대상자는 1,030명에서 983명으로 오히려 감소했다.

발달장애인의 이동권 역시 제한적이다. 장애인 특별교통수단 ‘나드리콜’은 기존 대중교통 이용이 어려운 교통약자를 위한 제도지만, 발달장애인의 접근성은 여전히 낮아 구조적 차별 문제가 지적된다.

연대는 대구시가 예산 부족을 이유로 장애인 권리 보장을 미루고 있다고 비판했다. 특히 실용성 논란이 있는 ‘신천 프로포즈존’에 145억 원을 투입하면서, 중증 장애인 권리 보장 예산 확보는 어렵다고 하는 것은 받아들일 수 없다고 지적했다.

조민제 420장애인차별철폐 대구투쟁연대 집행위원장은 "143억원이면 100명이 넘는 중증 장애인의 삶이 바뀔 수 있다"며 "프로포즈할 장소가 없어서 결혼을 못하는 게 아니라, 장애인들이 기본적인 생존권조차 보장받지 못하고 있는 현실을 직시해야 한다"고 말했다.

박명애 대구장애인차별철폐연대 상임공동대표는 "70이 넘은 나이에도 이런 투쟁을 해야 하는 현실이 안타깝다"며 "더 이상 기다릴 수 없다. 예산을 확보할 때까지 끝까지 투쟁하겠다"고 강조했다.

김경숙 420장애인차별철폐 대구투쟁연대 공동대표는 "발달장애인의 이동권 보장을 위해서는 이용자를 제한하는 것이 아니라 운전원을 늘리고 차량을 확충해야 한다"며 "대구시는 발달장애인 이동권 확대를 위한 구체적인 방안을 마련해야 한다"고 덧붙였다.
