대구경제정의실천시민연합(대구경실련)은 29일 논평을 통해 "대구시와 시의회가 시민 의견을 무시한 채 밀실에서 결정했다"며 "시의회 행정사무조사와 공론화 과정이 반드시 필요하다"고 밝혔다.

홍준표 전 시장 개인 선호 반영 의혹

4호선은 애초 모노레일 방식으로 추진됐다. 하지만 작년 2월 대구시는 철제차륜 방식의 AGT로 차량 시스템을 바꾸겠다고 발표했다. 3호선을 만든 일본 히타치가 사업에 참여하지 않고, 철도안전법 준수와 유지관리가 쉽다는 게 표면적 이유였다.

대구경실련은 이 결정에 홍준표 전 대구시장의 개인적 취향이 작용했을 가능성을 제기했다. 홍 전 시장은 2022년 9월 시의회에서 김대현 의원(국민의힘·서구1)이 트램 계획 폐기를 비판하자 "그땐 내가 죽고 난 뒤 일"이라며 조롱했다. 당시 의장단과 의원 다수가 이를 방관하거나 동조하면서 논란이 됐다.

시민들의 반응은 차갑다. 지난 3~4월 대구안전생활실천연합이 실시한 설문조사에서 응답자의 96%가 AGT 방식 재검토에 동의했다. 차량 방식 선호도에서는 모노레일이 57.7%로 AGT(4.8%)를 압도했다. 4호선 사업을 아예 백지화하자는 의견도 82.1%에 달했다.

국회에서도 우려 목소리가 나오고 있다. 우재준 의원(국민의힘·북구갑)은 "대구시가 AGT 외에는 대안이 없다는 입장만 고수하고 있다"며 "국비 삭감도 검토할 수 있다"고 밝혔다. 최은석 의원(국민의힘·동구·군위군갑)도 "도심경관 훼손, 소음, 일조권 침해 등 문제가 크다"며 AGT 방식에 강한 우려를 표했다.

공론화위원회 구성 통한 사회적 합의 필요

대구경실련은 "홍준표 전 시장 때부터 이어진 비민주적 행정과 이를 견제하지 못한 시의회 책임이 크다"고 지적했다. 이어 "행정사무조사와 함께 '대구시 공공갈등관리 및 조정에 관한 조례'에 따라 공론화위원회와 시민참여단을 만들어 사회적 합의를 이끌어야 한다"고 강조했다.

대구경실련은 "시민들이 이미 지역 내 입지 갈등을 시민참여로 해결한 경험이 있다"며 "4호선 차량 방식도 행정 편의가 아니라 시민 목소리로 결정해야 한다"고 말했다.

대구시는 시민 반대에도 불구하고 예정대로 사업을 추진할 방침이다. 하지만 시민의 이해와 공감 없이 밀어붙이는 사업이 도심 경관 훼손과 주민 불만, 장기적 행정 불신으로 이어질 수 있다는 우려는 여전하다.

Social consensus needed through the formation of a public opinion committee

Daegu Citizens’ Coalition pointed out, “The undemocratic administration that has continued since former Mayor Hong Joon-pyo and the city council that failed to check it are largely responsible.” They continued, “Along with the administrative investigation, a public opinion committee and a citizen participation group should be formed in accordance with the ‘Daegu City Public Conflict Management and Mediation Ordinance’ to lead social consensus.”

Daegu City plans to push forward with the project as scheduled despite opposition from citizens.
