경북도와 포항시는 20일 포항시청 대회의실에서 영국 왕립 명문학교 ‘크라이스트 칼리지 브레콘(Christ College Brecon·CCB)’과 국제학교 설립을 위한 업무협약(MOU)을 체결했다고 밝혔다.

이번 협약은 국제학교 설립을 위한 행정·법적 절차를 본격적으로 추진하는 첫 단계라는 점에서 의미가 크다. 협약식에는 이철우 경북도지사, 이강덕 포항시장, 김일만 포항시의회 의장, 시·도의원, 대구경북경제자유구역청 관계자, CCB 학교장 및 개발이사, 주한영국대사관 관계자 등 50여 명이 참석했다.

이번 MOU는 지난달 포항시 방문단이 영국 CCB 본교를 찾아 협의를 진행한 데 따른 후속 조치다. 협약에는 CCB와 경북도, 포항시, 대구경북경제자유구역청, 시행사 ㈜포항융합티앤아이 간의 역할과 책임, 향후 추진 절차 등이 담겼다.

포항에 들어설 국제학교는 ‘경제자유구역의 지정 및 운영에 관한 특별법’에 따라 설치되는 정규 외국교육기관이다. 일부 내국인 입학이 가능하며, 졸업 시 국내 교육과정을 이수한 것으로 인정된다. 현재 국내에서는 대구국제학교와 채드윅송도국제학교, 칼빈매니토바국제학교 등 3개 외국교육기관이 운영 중이다.

경북도와 포항시, 경제자유구역청은 국제학교 설립과 관련한 각종 인허가 절차를 패스트트랙 방식으로 신속히 지원할 방침이다. CCB는 영국 본교의 교육과정을 그대로 적용한 ‘포항 캠퍼스’를 운영해 지역 학생들이 글로벌 수준의 교육을 받을 수 있도록 하겠다고 밝혔다.

협약식에 앞서 CCB 방문단은 경제자유구역 내 예정 부지를 비롯해 포스코 홍보관, 경북과학고 등을 둘러보며 지역의 교육·산업 인프라를 확인했다. 방문단은 “포항의 과학기술 기반과 영국 본교 교육 철학이 결합하면 세계적 교육 모델로 성장할 잠재력이 크다”고 평가했다.

이번 협력 과정에서는 주한영국대사관의 조율 역할도 적지 않았다. 대사관은 양측의 소통을 공식적으로 지원하며 협의 절차를 원활하게 이끌어온 것으로 알려졌다.

이철우 경북도지사는 “CCB의 공학교육 역량을 바탕으로 지역 학생들이 이차전지·바이오·수소산업 분야의 핵심 인재로 성장하길 기대한다”며 “국제학교 건립을 위한 행정 지원을 아끼지 않겠다”고 말했다.

이강덕 포항시장은 “국제학교는 우수 인재를 육성하고 글로벌 기업을 유치하는 핵심 기반”이라며 “포항이 ‘인재–연구개발–기업 유치’로 이어지는 선순환 구조를 구축해 혁신 도시로 도약하는 중요한 전환점이 될 것”이라고 강조했다.

Pohang City Signs MOU with Prestigious UK School, Christ College Brecon, to Establish International School

Pohang City has taken its first steps toward attracting an international school.

On the 20th, North Gyeongsang Province and Pohang City announced in the conference room of Pohang City Hall that they signed a Memorandum of Understanding (MOU) with Christ College Brecon (CCB), a prestigious British royal college, to establish an international school.

This agreement is significant as it marks the beginning of the full-scale implementation of administrative and legal procedures related to the school's establishment.

Approximately 50 people attended the signing ceremony, including North Gyeongsang Province Governor Lee Cheol-woo, Pohang Mayor Lee Kang-deok, Pohang City Council Chairman Kim Il-man, city and provincial council members, Acting Director Lee Won-kyung of the Daegu-Gyeongbuk Free Economic Zone Authority, CCB's Principal and Development Director, the CEO of Pohang Convergence T&I, and officials from the British Embassy in Korea.

This MOU is a follow-up measure to the visit of Mayor Lee Kang-deok and other Pohang City delegations to the CCB headquarters on the 14th of last month to discuss plans to attract an international school. The agreement outlines the roles and responsibilities of CCB, Gyeongsangbuk-do Province, Pohang City, the Daegu-Gyeongbuk Free Economic Zone Authority, and the developer, Pohang Convergence T&I Co., Ltd., as well as the establishment procedures.

The international school to be established by CCB in Pohang is a formal foreign educational institution established under the "Special Act on the Designation and Operation of Free Economic Zones." Some Korean students will be admitted, and graduation will be recognized as having completed the domestic curriculum. Currently, three foreign educational institutions operate in Korea: Daegu International School, Chadwick International School Songdo, and Calvin Manitoba International School.

Gyeongsangbuk-do Province, Pohang City, and the Daegu-Gyeongbuk Free Economic Zone Authority plan to expedite the administrative procedures related to the establishment of this international school through a fast-track approach. CCB announced that it will operate a Pohang campus that incorporates the curriculum of its UK headquarters, ensuring that local students receive a world-class education.

Prior to the MOU signing ceremony, the CCB delegation toured the proposed site within the Free Economic Zone, the POSCO PR Center, and Gyeongbuk Science High School, examining the local educational and industrial infrastructure. They assessed that Pohang's cutting-edge science and technology infrastructure, combined with the UK headquarters' educational philosophy, "has great potential to become a world-class educational model."

The British Embassy in Korea played a key role in coordinating the MOU signing process. The embassy provided an official channel of communication and practical support to facilitate a smooth exchange of opinions between the two parties.

Governor Lee Cheol-woo of Gyeongsangbuk-do Province stated, "We hope that CCB's engineering education capabilities will help local students develop into talents in the secondary battery, bio, and hydrogen industries. We will spare no administrative support for the establishment of the international school."

Pohang Mayor Lee Kang-deok emphasized, “International schools are a key infrastructure for nurturing talented individuals and attracting global companies,” and “This will be a crucial turning point for Pohang to grow into an innovative city by establishing a virtuous cycle of attracting global talent, research and development, and companies.”
