영덕군(군수 김광열)과 경상북도개발공사(사장 이재혁)는 3월 18일 ‘지속가능한 에너지 자립도시 조성’을 위한 업무협약(MOU)을 체결하고, 에너지 자원과 지역 개발을 연계한 협력 사업을 본격 추진하기로 했다.

이번 협약은 영덕군이 보유한 풍부한 풍력 자원을 활용해 새로운 성장 동력을 확보하고, 에너지 사업 수익을 군민과 공유하는 상생형 모델을 구축하기 위해 마련됐다.

양 기관은 ▲지품면 일대 약 200MW 규모의 민관 혼합형 육상풍력발전단지 조성 ▲민간 풍력발전 사업에 대한 공공 참여 확대 ▲원자력발전소 연계 배후 산업·주거단지 조성 ▲신재생에너지를 활용한 에너지자립마을 구축 등 4대 핵심 사업을 중심으로 협력을 추진할 계획이다.

특히 풍력 등 에너지 사업에서 발생하는 수익을 지역 주민에게 환원하는 ‘햇빛·바람연금’ 모델 도입이 추진된다. 사업 순이익 일부를 마을협동조합에 배분하거나 주민 참여 지분을 확대하는 방식으로, 주민 소득 증대와 지역경제 활성화 효과가 기대된다.

역할 분담도 명확히 했다. 영덕군은 행정 지원과 인허가 협조, 주민 수용성 확보를 담당하고, 경상북도개발공사는 풍력발전 사업 추진과 산업·주거단지 개발, 사업성 검토 및 리스크 관리 등을 맡는다.

또한 양 기관은 실무부서가 참여하는 ‘영덕 에너지 상생 실무협의체’를 구성해 구체적인 실행 계획과 현안 해결 방안을 지속적으로 협의해 나갈 방침이다.

이재혁 경상북도개발공사 사장은 “이번 협약은 지역 에너지 자원을 활용한 성장 기반 마련과 성과 공유를 위한 출발점”이라며 “지속가능한 에너지 자립도시 모델을 구축해 지역 발전과 주민 삶의 질 향상으로 이어지도록 하겠다”고 말했다.

On March 18, Yeongdeok County (County Governor Kim Gwang-yeol) and the Gyeongsangbuk-do Development Corporation (President Lee Jae-hyeok) signed a Memorandum of Understanding (MOU) to "create a sustainable energy self-sufficient city" and agreed to begin full-scale cooperative projects linking energy resources with regional development.

This agreement was established to secure new growth engines by utilizing the abundant wind resources possessed by Yeongdeok County and to build a win-win model that shares profits from energy projects with the county residents. The two organizations plan to pursue cooperation centered on four key projects: the construction of a public-private hybrid onshore wind power complex with a capacity of approximately 200 MW in the Jipum-myeon area; the expansion of public participation in private wind power projects; the development of industrial and residential complexes supporting nuclear power plants; and the establishment of energy-independent villages utilizing renewable energy.

In particular, the introduction of a "Sunshine & Wind Pension" model is being pursued to return profits generated from energy projects, such as wind power, to local residents. By distributing a portion of net profits to village cooperatives or expanding resident participation shares, this initiative is expected to boost resident income and revitalize the local economy.

The division of roles has also been clearly defined. Yeongdeok County will be responsible for administrative support, licensing cooperation, and securing resident acceptance, while the Gyeongsangbuk-do Development Corporation will handle the promotion of wind power projects, the development of industrial and residential complexes, feasibility studies, and risk management.

Furthermore, the two organizations intend to form the "Yeongdeok Energy Co-prosperity Working Group," comprised of relevant working departments, to continuously discuss specific implementation plans and solutions for pending issues. Lee Jae-hyeok, President of Gyeongsangbuk-do Development Corporation, said, “This agreement is a starting point for establishing a foundation for growth utilizing local energy resources and sharing achievements,” adding, “We will build a sustainable energy self-sufficient city model to lead to regional development and an improvement in the quality of life for residents.”
