청도군은 학생 수 감소로 존폐 위기에 놓인 소규모 학교를 지역의 핵심 거점으로 육성하는 ‘작고 강한 학교 만들기 프로젝트’를 추진하며 교육 경쟁력을 기반으로 인구 유출을 막고, 나아가 인구 유입과 지역 활력 회복을 도모하고 있다고 밝혔다.

이 사업은 단순한 학교 유지 차원을 넘어 지역 맞춤형 특성화 교육을 통해 학습 격차 해소와 교육 여건 개선, 정주 환경 강화까지 연결하는 전략적 접근이라는 점에서 의미가 크다.

군은 △기초학력 보장 △외국어 및 미래 교육 강화 △체험 중심 교육 확대 △지역 연계 프로그램 운영 등을 통합적으로 추진하며 교육의 질적 전환을 꾀하고 있다.

사업 추진 이후 현장에서는 가시적인 변화도 나타나고 있다. AI 기반 학습환경과 영어 특성화 프로그램, VR·AR 체험시설 등 미래형 교육 인프라가 도입됐으며, 승마·목공·풋살 등 다양한 체험활동이 병행되면서 교육 경쟁력이 크게 강화됐다.

그 결과 화양초는 2026년 2월 기준 전체 학생 46명 중 타 학군 학생이 57%를 차지했으며, 신입생 유입도 이어졌다. 각남초 역시 타 지역 학생 전입이 증가하는 등 학생 수 확대 효과가 나타났다.

기초학력 부진 학생 비율도 2023년 9%, 2024년 12%에서 2025년 0%로 감소하는 성과를 거뒀다. 특히 각남초는 전교생이 승마 자격을 취득하고, 전국 항공우주과학경진대회 경북 예선 드론 부문에서 수상하는 등 교육성과를 입증했다.

청도군은 이러한 성과를 바탕으로 사업 확대에 나선다. 2023~2024년 화양초 1개교에서 시작된 사업은 2025년 2개교로 확대됐으며, 2026년에는 총 6억4천만 원의 예산을 투입해 6개교로 확대하고 시설 개선을 포함한 종합 지원 체계를 구축할 계획이다.

군은 향후 사업을 지속 추진해 단순 지원을 넘어 ‘지역 맞춤형 교육 성공 모델’로 정착시키겠다는 방침이다.

청도군 관계자는 “학교가 살아야 지역이 산다는 인식 아래 교육을 중심으로 한 인구정책을 추진하고 있다”며 “앞으로도 지역과 학교가 함께 성장하는 지속가능한 모델을 만들어가겠다”고 밝혔다.
