군은 어르신과 장애인, 취약계층이 시설이 아닌 기존 거주지에서 건강하고 안전한 삶을 이어갈 수 있도록 ‘청착안거(청도에 뿌리내려 편히 살다)’를 비전으로 내걸고 지역 맞춤형 돌봄체계 마련에 본격 착수했다고 밝혔다.

군은 올해 1월 1일자로 통합돌봄 T/F팀을 구성하고 전담인력을 배치해 추진체계를 본격 가동했다. 대상자 발굴부터 서비스 연계, 통합지원회의 운영까지 실행체계를 강화하고, 읍·면사무소 및 유관기관과의 협업을 체계화해 현장 중심의 돌봄 행정을 펼친다는 방침이다.

사업의 제도적 기반 마련을 위해 관련 조례 제정도 추진 중이다. 조례를 통해 통합돌봄의 추진 방향을 명확히 하고, 민·관 협력체계와 서비스 제공 시스템을 제도적으로 뒷받침해 사업의 지속가능성을 높일 계획이다.

군은 보건소와 의료기관, 돌봄 제공기관, 사회복지시설 등과 연계한 민·관 통합돌봄 네트워크를 구축하고 있다. 이를 통해 돌봄 사각지대를 최소화하고, 대상자 중심의 맞춤형 서비스를 제공하는 촘촘한 안전망을 구축한다는 구상이다.

통합돌봄 T/F팀은 국민건강보험공단 경산청도지사 청도출장소 및 노인맞춤돌봄서비스 생활지원사와 간담회, 통합지원회의를 잇달아 열어 지역 내 돌봄 수요를 분석했다. 그 결과 병원동행 이동지원, 다양한 방식의 식사지원, 긴급돌봄 수요가 높은 것으로 나타났다.

이에 따라 군은 총 7억6천만원의 사업비를 투입해 ▲일상생활돌봄(가사지원·식사지원) ▲주거환경 개선 ▲퇴원환자 지역사회 연계사업 등을 추진한다. 특히 퇴원환자 지역사회 연계사업은 군립청도노인요양병원, 세명종합병원, 경산중앙병원 등 3개 의료기관과 협약을 앞두고 있다.

방문진료 및 건강관리 서비스를 수행할 재택의료센터도 삼성S정형외과의원과 협업해 출범했다. 군은 향후 참여 의료·돌봄 기관을 확대해 서비스 연계 체계를 한층 강화할 계획이다.

올해는 장기요양 재가급여자, 급성기 퇴원환자, 요양시설 퇴소자, 장기요양 대기자 및 등급외자, 노인맞춤돌봄서비스 중점군 등 우선 관리대상자 2,806명을 집중 발굴해 체계적으로 지원한다. 이후 장애인 돌봄대상자로 범위를 넓혀 중복·누락 없는 통합서비스 제공에 나설 방침이다.

군 관계자는 “통합돌봄은 군민이 살던 곳에서 존엄한 삶을 유지하도록 지원하는 지역사회 기반 돌봄체계”라며 “전담인력 배치와 조례 제정을 통해 청도군 실정에 맞는 통합돌봄 모델을 구축하고, 촘촘한 돌봄 안전망을 완성해 나가겠다”고 밝혔다.

Cheongdo County is accelerating the establishment of an integrated support system encompassing medical care, nursing care, and caregiving to address the rapidly aging population and increasing demand for care.

The county announced that it has launched a customized care system with the vision of "Cheongchak An-geo (Living Comfortably in Cheongdo)," enabling seniors, people with disabilities, and vulnerable groups to lead healthy and safe lives in their existing homes rather than relying on facilities.

On January 1st of this year, the county established an Integrated Care Task Force (TF) team and assigned dedicated personnel to launch the initiative. The plan is to strengthen the implementation system, from identifying eligible individuals to service linkages and operating integrated support meetings. Collaboration with township and county offices and related organizations will be systematized to ensure a more hands-on approach to care administration.

To establish the institutional foundation for the project, the county is also working on enacting related ordinances. The ordinance will clarify the direction of integrated care implementation and institutionally support the public-private partnership and service delivery system to enhance the sustainability of the project.

The county is establishing a public-private integrated care network linking public health centers, medical institutions, care providers, and social welfare facilities. This network aims to minimize blind spots in care and establish a tight safety net that provides personalized, targeted services.

The Integrated Care Task Force held a series of meetings and integrated support meetings with the Cheongdo Branch of the National Health Insurance Service (NHIS) Gyeongsan-Cheongdo Branch and with senior customized care service providers to analyze local care needs. The results revealed a high demand for hospital transportation assistance, various forms of meal assistance, and emergency care.

Accordingly, the county will invest a total of KRW 760 million to implement projects including: ▲daily living care (housekeeping assistance and meal assistance), ▲residential environment improvements, and ▲community connection projects for discharged patients. In particular, the community connection project for discharged patients is nearing agreements with three medical institutions: Cheongdo County Senior Care Hospital, Semyung General Hospital, and Gyeongsan Central Hospital.

A home care center, which will provide visiting medical care and health management services, has also been launched in collaboration with Samsung S Orthopedic Clinic. The county plans to further strengthen its service linkage system by expanding the number of participating medical and care institutions.

This year, the county will systematically support 2,806 priority care recipients, including long-term care home care recipients, acute care discharged patients, nursing facility residents, those on the long-term care waiting list and those outside the designated care category, and those in need of customized senior care services. The scope will then be expanded to include care recipients with disabilities, ensuring comprehensive services without duplication or omission.

A military official stated, “Integrated care is a community-based care system that supports citizens to live with dignity in their homes,” and added, “We will establish an integrated care model that fits the circumstances of Cheongdo County by deploying dedicated personnel and enacting ordinances, and complete a tight-knit safety net for care.”
