선관위 관계자는 “같은 기초단체장으로 분류되는 시장과 군수 후보의 등록을 분리시킨 것은 지역 면적과 인구 등을 고려해 기존의 선거운동 기간을 늘리자는 차원에서 이뤄지고 있다”며 “광역단체장 및 교육감의 경우는 지난 2월 1일부터 예비후보 등록을 받고 있다”고 설명했다.

공직선거법에 따르면 예비후보는 선거일 기준 18세 이상의 국민(2004. 6. 2. 이전 출생자)이면 예비후보자로 등록할 수 있다. 이 때  예비후보자가 되려는 사람은 관할 선거구선관위에 ▲주민등록표 초본 등 피선거권에 관한 증명서류 ▲전과기록에 관한 증명서류 ▲정규학력에 관한 증명서 ▲후보자 기탁금의 20%(시장선거 200만 원, 도의원선거 60만 원, 시의원선거 40만 원)를 제출·납부해야 한다.
