구미시는 23일 이같은 자료를 내고 “화물연대가 24일 0시부터 전국적 무기한 총파업을 예고했다”며 “23일부터 파업 종료 시까지 비상대책 상황실을 운영하는 등 물류 수송에 공백이 발생하지 않도록 총력 대응하겠다”고 밝혔다.

구미시는 이와 더불어 “고유가, 고환율로 경제가 어려운 상황에 파업이 산단 지역 물류 수송에 영향을 끼쳐 지역 경제가 더욱 악화될 것”을 우려하고 “관내 주요 기업체, 화물운송업체와 유기적인 대비 태세를 확립하고, 구미시장을 본부장으로 상황관리, 교통 대책, 현장정비 등 7개 팀 규모의 대책본부를 구성해 23일부터 상황 종료시까지 비상대책상황실을 운영한다”고 거듭 강조했다.

이에 따라 구미시는 공무원 2인 1조 전담조 편성과 경북도, 화물협회 등 유관기관과 협력해 주요 산단 지역 물류 운송 상황을 실시간으로 파악할 예정이며, 경찰에 산단 지역 보호를 위한 적극적인 협조를 요청했다. 

한편, 비상대책상황본부에서는 파업에 대비, 자가용 유상 운송 허가를 원활히 할 수 있도록 홍보하는 한편, 비노조원 대상 화물차량 500여 대를 우선 확보해 놓고 있다. 

추가적으로 8t 이상의 일반형 화물자동차와 견인형 특수자동차 소유주는 신청서를 통해 오는 24일부터 30일까지 자가용 유상 운송 허가 신청을 할 수 있도록 했다.

구미시 관계자는 “유상 운송 허가를 받은 차량은 차량 앞면 유리창에 임시허가증을 붙이고 운행할 수 있다”며 “10t 이상 견인형 특수자동차는 고속도로 통행료가 면제된다”고 밝혔다.

구미시는 또 “집단행동 등 불법행위를 하는 화물차에 대해서는 구미경찰서와 협력하여 화물차주를 처벌하고 주정차 위반 과태료 부과와 견인 조치를 취할 예정“이라고 강조했다.

 남병국 환경교통국장은 "우크라이나 러시아 전쟁으로 인한 세계 경제 침체, 물가 급등과 금리 인상 등으로 경제가 좋지 않은 상황에서 화물연대가 24일부터 파업을 하게 되면 지역 경제는 막대한 피해가 예상된다“며 화물 수송 공백이 최소화될 수 있도록 대비에 철저를 기하겠다”고 강조했다.
