이를 위해 매력적인 투자환경 조성, 색다름이 있는 문화관광, 같이 하면 행복한 복지, 웃음꽃 피는 농산어촌, 마음 나누는 소통행정 등의 5개 분야의 군정 목표와 중점 투자 방향을 설명했다.

이번 2023년 본예산 중 일반회계는 총 5,692억원으로 △공공행정과 공공질서, 안전과 교육 분야에 전체의 12.9%인 769억원 △국토‧지역개발, 농업‧임업‧해양수산, 산업‧중소기업과 교통‧물류 등 경제 분야에 34.5%인 2,062억원 △문화관광과 환경보호, 사회복지‧보건 등 군민의 삶의 질 향상을 위해 40.5%인 2,421억원 △예비비와 기타분야에 12.1%인 719억 원을 편성했다.

특별회계는 총 280억원으로 공기업 특별회계 224억원, 기타특별회계 56억원이다.

증액된 부분을 구체적으로 살펴보면, 농림어업 분야에서 택배비․포장재․유류비․기자재 지원 확대, 농어민 재해보험 및 안전보험 가입 확대 등에 올해 대비 263억원이 증액된 1,089억원을 편성했다.

문화․관광 활성화를 위해선 테마가 있는 블로로드 길 조성 등에 19억원, 스마트 관광도시 구축과 축산 블루시티 조성사업 등 관광 콘텐츠 개발과 인프라 확충에 올해 대비 34.1% 증액 편성해 대구․경북 통합 신공항시대를 맞아 해양관광 거점도시로 도약한다는 복안이다.

이밖에, 도내 군부 단위 최초 명절 효도수당 지급과 취약계층 및 다자녀의 경제적 부담완화를 위한 영덕사랑상품권 한도 상향, 상수도 요금 감면, 영유아 지원사업도 확대해 지역복지와 사회안전망을 촘촘히 하며, 읍․면 보건지소 건강활력센터 설치, 고위험군 어르신 대상 헬스케어 사업, 북부권 닥터헬기장 설치 등을 통해 의료의 공공성을 강화함으로써 군민 모두가 행복한 영덕을 실현하기 위한 투자에 힘을 실었다.
