【브레이크뉴스 】이성현 기자=최근 구미시가 반도체 특화단지로 지정된 데 대하여 허성우 前 대통령실 국민제안비서관을 만나 그의 입장을 들어봤다. 

그는 (구미시의 반도체 특화단지 지정은) “구미 부활의 신호탄”이라며 환영했다.

그는 25일 “구미의 부활을 염원하는 41만 구미시민 모두의 기쁨이자, 구미의 꿈과 희망, 비전을 새롭게 가다듬는 계기로 손색이 없다”고 환영하고 “고향인의 한사람으로서 반도체 특화단지 지정을 적극적으로 환영한다”고 거듭 기쁨을 감추지 않았다.

그러면서 “구미시 반도체 특화단지 지정에 힘을 실어 준 윤석열 대통령에 감사드린다. 또, 이철우 경북지사와 김장호 구미시장을 비롯, 안주찬 구미시의장과 시의원 그리고 시 관계자 여러분들의 노고에도 경의를 표한다”고 밝혔다. 더불어 구자근, 김영식 두 국회의원의 측면 지원도 큰 힘을 발휘했다고 추켜 세웠다.

그는 “구미시 반도체 특화단지 지정은 쓰러져 가는 구미의 부활을 알리는 신호탄이 될 것”이라 거듭 강조하고 “전자산업 불모지였던 1970년대 대한민국 최초로 전자산업의 기반을 만든 구미는 이후 2000년대 초반까지 대한민국의 첨단산업을 주도하는 핵심기지였지만 급변하는 첨단산업 분야 흐름을 좇지 못해 공단의 역할과 기능이 상당히 축소되면서 산업화를 주도했다는 자부심마저도 퇴색되고 말았다”고 고백했다.

이어 그는 “반도체 특화단지 지정은 이런 구미를 꿈과 희망, 비전이 살아 숨 쉬는 생동하는 구미로 가는 길을 열어주는 길잡이요, 부활의 팡파르가 될 것으로 확신한다”고 밝혔다. 다만 그는“특화단지 지정 하나로 새로운 구미, 꿈과 희망의 구미를 만들 수는 없다”면서 “더욱 치밀하고 적극적인 후속 조치가 뒤따라야 구미의 부활을 현실로 만들 수 있다”고 강조했다.

이를 위해 “과거 구미에는 유능한 엔지니어들이 상주하며 구미 경제를 이끌었지만 열악한 정주여건으로 인해 모두 떠났다”며 반도체 특화단지의 성공을 위한 후속조치로 정주여건 개선을 꼽았다. 그는“ 구미시는 경북도와 함께 2만여 명의‘반도체 산업 초격차 전문인력’을 양성하는 계획을 세웠는데, 특화단지의 승패, 구미의 부활이‘사람’에게 있음을 인식한 적절한 조치”라고 강조하고 “고급인력을 유치하려면 그들이 원하는 정주 여건을 조성, 제공해야 한다”고 주장했다. 

이어 “특히 학교와 대형병원, KTX 구미역 정차. 복합문화레저공간 및 각종 편의 시설 등을 시급하게 조성해야 하고, 공항을 비롯 ,철도 등 쾌적한 교통여건도 필수요소”라고 강조했다. 특히 반도체 특성상 공항은 매우 중요한 이동수단임을 감안, 공항과의 관계를 최적화시켜야 한다고 거듭 강조했다.  

그는 “이미 구미는 이러한 정주여건을 마련하지 못해 우수한 인력이 등을 돌리고 떠난 아픈 기억을 가지고 있다”면서 “고급인력이 떠난 구미에 남아 있을 기업이 없는 것이 오늘날 구미의 현실임만큼, 전문인력, 산업인력이 발을 붙이고 살 수 있는 삶의 환경을 만드는 것이 시급하다”고 촉구했다. 

이와 함께 “반도체 특화단지 지정을 계기로 구미공단의 역할과 기능, 미래비전에 대한 새로운 고민과 접근”에 대한 필요성도 제기했다. 대기업과 중소기업이 상생하는 지역 산업 구조 구축과  소부장 산업을 이끌 수 있는 기반과 환경을 조성하는 것이 무엇보다 우선시 되어야 한다는 것. 

허 전 비서관은 “반도체 산업은 국가의 사활이 걸린 핵심첨단산업 분야이다. 초격차를 다투는 어렵고 힘든 싸움이 벌어지는 산업 ”임을 한 번 더 강조한 그는“구미는 이 싸움의 선두에 서는 후방 산업기지로서 역할과 기능을 수행하는데 최적의 조건을 갖추고 있다. 구미는 차세대 반도체 전진기지로, 내륙 최대의 첨단 국가산업단지로 손색이 없을 뿐 아니라 대한민국을 넘어 세계 최고의 반도체를 만드는 도시다. 이제 구미의 미래 모습을 디자인할 때가 됐다”거 거듭 강조했다.

허 전 비서관은 정주 여건 개선에 대한 필요성을 거듭 꺼내들고는“병원과 학교, 교통문제 등은 시급하게 개선해야 할 핵심조건”이라 말하고“지난해부터 서울수도권의 대형병원 관계자들을 만나 구미 병원 유치를 타진하고 있는 데 곧 성과가 나올 것 같다”고 말했다.

Now is the time to design the future of Gumi,” he repeatedly emphasized.

Former secretary Heo repeatedly brought up the need to improve residential conditions and said, “Hospitals, schools, and transportation problems are key conditions that urgently need to be improved.”
