이번 후보지 선정은 노후화된 기존 폐기물처리시설을 대체하기 위한 것으로, 울진군은 지난 1월 관련 전문가와 지역주민, 군의원, 공무원 등 총 11명으로 구성된 ‘폐기물처리시설 입지선정위원회’를 구성해 수차례 회의를 거쳐 타당성 조사를 진행해 왔다.

입지선정위원회는 입지 조건, 사회적 수용성, 환경 영향, 기술적 타당성, 경제성 등 다섯 가지 분야별 항목에 대해 후보지를 종합적으로 분석했다. 그 결과, 공정한 평가를 통해 최적 후보지 3곳이 도출됐다.
