신청 자격은 경영체로 등록된 임업인 또는 농업인으로, 대상지는 필지별 식재 가능 면적이 최소 1,000㎡(약 300평) 이상인 전·답으로 한정된다. 임야, 하천, 도로, 구거 등은 대상에서 제외되지만, 지목이 임야이더라도 사실상 농지로 활용되고 있는 경우에는 사업 대상지에 포함될 수 있다.
또한 대상 토지는 근저당이나 지상권 등 재산권 제한이 없어야 하나, 보조사업 사후관리 기간인 5년 이상 지상권이 설정된 경우나 임대차 계약을 체결한 경우에도 신청이 가능하다.
