【브레이크뉴스 대구】박은정 기자=국민의힘 황보승희 국회의원(부산 중·영도구)과 구자근 국회의원(경북 구미시갑)이 오는 28일 국회의원회관 제2소회의실에서 ‘지역균형발전을 위한 예비타당성조사 개선, 어떻게 할 것인가’라는 주제로 토론회를 개최한다고 밝혔다.

현행법상 총사업비 500억원 이상, 국가 재정지원 규모가 300억원 이상인 신규사업에 대해서는 예비타당성조사를 실시해야하는데, 비수도권에 대해서는 지역균형 발전 평가 가중치를 적용하고 있음에도 불구하고 지역침체 및 노후화 해소를 위한 산업단지 건설이나 SOC사업 추진에 있어 예타조사 통과에 어려움을 겪고 있는 실정이다. 

이에 구자근 의원은 “경북 구미시의 KTX 정차 추진사업이나 부산 영도구 구도심 트램건설 사업과 같이 지역 발전의 마중물 역할을 해야 할 중요사업이 예비타당성조사를 넘어서지 못하는 악순환이 계속되고 있어 예타조사 개선이 필요한 상황”이라며 토론회의 필요성을 강조했다.

황보승희 의원은 “구자근 의원과 지역균형발전 사전가중치를 상향 조정하자는 취지의 국가재정법을 각각 대표발의한 만큼 토론회를 통해 각계의 의견을 수렴하고 구체적인 개선방안을 차기정부에 적극 건의할 계획”이라고 밝혔다.

한편, 신승철 현대정책연구원 경제연구본부장이 좌장을 맡아 진행될 이번 토론회에는 예비타당성조사와 지방재정투자사업의 타당성 조사 개선방안에 대해 연구해온 한국지방행정연구원 송지영 연구위원이 발제를 한다.

또한 김종학 국토연구원 연구위원, 장재홍 지역정책연구넷 대표, 정선우 국토교통부 대도시권광역교통위원회 광역시설정책과장, 최혁준 경상북도 정책기획관, 김수휘 부산광역시 도시철도과 도시철도기획팀장이 토론자로 참여할 예정이다.
