【브레이크뉴스 대구】박은정 기자=오는 12월 1일부터 미세먼지 계절관리기간(12월~3월) 동안 배출가스 5등급 차량의 운행을 제한한다고 대구시가 22일 밝혔다.

국가 차원의 미세먼지 저감대책에 따라 도입된 계절관리기간 운행제한 제도는 2020년부터 서울 등 수도권에서 시작해 올해는 대구시와 부산시로 확대됐다.

제한기간은 매년 12월 1일부터 이듬해 3월 31일까지 4개월간 토요일과 공휴일을 제외한 평일 오전 6시부터 오후 9시까지이다.

제한대상에는 전국 배출가스 5등급 차량 중 저공해 미조치 차량 763,733대(2022년 10월)가 해당된다. 다만 긴급차량, 경찰·소방·군용 등 특수공용목적 차량, 장애인 표지 발급 차량, 국가유공자 보철용 차량은 제외된다. 

대구시는 배출가스 5등급 차량의 저공해 조치 촉진과 시민 생계 보호를 위해 배출가스 저감장치(DPF) 부착불가 차량, 저공해 조치 신청 차량, 소상공인 소유 차량은 2023년 11월까지, 기초생활수급자·차상위계층 소유 차량은 2027년 11월까지 단속을 유예한다. 

시내 주요 도로 20개 지점에 설치된 단속카메라로 운행제한 위반차량을 단속하며, 위반차량에는 1일 과태료 10만원이 부과된다.

대구시는 2025년까지 배출가스 5등급 차량의 저공해 조치 완료를 목표로 DPF 부착과 조기폐차 등 저공해화 사업을 지속 추진할 계획이다.

올해 244억원, 내년 234억원을 책정해 5등급 차량 DPF 부착과 조기폐차를 지원하며 노후 경유차량의 조속한 저공해화를 위해 시민들에게 지원사업 홍보도 강화한다. 

DPF 부착 또는 조기폐차 신청은 인터넷(자동차배출가스등급제 홈페이지) 또는 우편, 방문으로 가능하며 자세한 사항은 대구시 홈페이지에서 확인할 수 있다.

성주현 대구시 기후대기과장은 “생활주변 도로에서 발생하는 자동차 배출가스는 시민건강에 미치는 영향이 크므로 노후 경유차 등 차량에서 발생하는 미세먼지 저감에 집중적인 노력이 필요하다”며, “시민 건강보호와 쾌적한 대기환경을 만들기 위해 반드시 필요한 5등급 차량 운행제한 및 저공해화 대책에 시민들의 이해와 협조를 부탁드린다”고 밝혔다.

Violating driving restrictions are cracked down with enforcement cameras installed at 20 major roads in the city, and fines of 100,000 won per day are imposed on those vehicles.

Daegu City plans to continuously promote low-emission projects, such as attaching DPFs and scrapping cars early, with the goal of completing low-emission measures for vehicles with a class 5 emission gas by 2025.

24.4 billion won this year and 23.4 billion next year will be set aside to support the attachment of DPFs to grade 5 vehicles and early scrapping, and strengthen publicity of support projects to citizens for the prompt low-emission of old diesel vehicles.
