포항해양결찰서에 따르면 관숙훈련은 어선 전복, 화재 등 인명사고를 동반하는 중대한 해양사고에 대하여 ▲ 어선 크기별 선체 구조 파악 ▲ 출입구 및 조타실･침실 등거주구역위치 확인 ▲ 신속하게 최적의 구조 방법을 연구하는 훈련이다.

이번 훈련은 2월 4일 서해에서 청보호(24톤) 전복사고로 국민적 관심이 높아진 만큼 서장이 직접 경북 동해안에서 가장 큰 어업 전진기지인 구룡포항을 찾았다.또한, 3월 중으로 구조대･파출소 등 각 현장세력에서주요 항･포구 어선 대상 관숙훈련을 계속 할 예정이다.

성대훈 서장은 “사고는 예방이 가장 중요하지만 승객이 다수 승선하는 낚시어선, 이외 채낚기어선과 같은 승선원이 10명 이상인 어선들은사고발생 시 대형사고로 이어질 수 있어 사고 발생 시 효율적인 인명 구조지휘를 위해 선체 구조와 특성을 직접 확인했다”며 “바다에서 국민의 생명과 재산을 지키기 위해 포항해양경찰서모든 구성원이 혼연일체가 되어 최선을다하겠다”고 전했다.
