26일 대구시의회 기획행정위원회(위원장 임인환)는 안건심사 회의를 통해 '박정희 대통령 기념사업에 관한 조례안'을 수정, 가결했다.

이날 김대현 의원은 "사업의 취지와 방향성에 대해서는 동의하지만 절차적 하자까지 정당화될 수는 없다"며 “의안 제출이 공론화의 시작이라는 궤변이 어디 있나”라고 꼬집었다.

류종우 의원은 “대구시의 긴축재정 기조와 맞지 않고 예산이 쓰여야 할 데 안 쓰인다는 부분에서 반대할 수 있다”며 “조례안이 너무 부실한 데다 공론화도 거치지 않았다. 대구시가 너무 미흡하고 미성숙한 행정집행을 했다고 생각한다”고 비판했다.

임인환 기획행정위원장은 “박정희 동상 건립 사업 추진 결정부터 의회 제출에 이르기까지 불과 한 달밖에 걸리지 않았기 때문에 충분한 시간을 갖고 시민 여론과 각계 전문가의 의견을 듣고 신중하게 추진해야 한다”고 말했다.

그러나 안건심사에서 지적이 이어진 것과는 달리 3개 조항으로 제출된 기존 조례에 일부 조항을 추가한 수정 조례안은 의원 전원 찬성으로 가결되었다.

조례가 상임위를 통과하자 시민단체는 “개탄스러운 결정”이라며 “조례안 부결을 위한 반대활동을 이어갈 것”이라고 예고했다

녹색정의당 대구시당은 논평을 통해 “홍준표 시장에게 면죄부를 준 대구시의회를 규탄한다”며 “시의회는 시장의 거수기라는 오명을 이번에도 벗지 못했다"고 비판했다.

한편 대구시의회는 다음달 2일 본회의에서 박정희 전 대통령 기념사업 관련 조례안을 처리할 예정이다.
