가야고분군 세계유산 통합관리기구 설립에 관한 용역 결과 입지 최적지로 경남 김해시가 1순위로 선정되었다.

이에 경북 고령군은 28일 “용역결과의 부당성에 대해 논의하고 지자체간 협의에 의한 형평성 있는 입지선정이 이루어질 수 있도록 나설 계획이다”고 밝혔다.

고령군은 “통합관리기구의 설립위치, 조직구성, 재원 등의 논의를 위해서는 설립형태의 결정이 우선되어야 한다”고 주장했다.

이와 관련 “용역의 최종보고회까지 설립형태에 대해 결정된 바는 없었으나 설립위치, 조직구성, 재원 등 대부분의 내용은 이미 지자체 공동으로 운영하는 방식에 맞추어 검토 또는 결론 도출이 이루어진 상황이었다”며 “고령군을 비롯한 여러 지자체가 보고회 당시 이의를 제기한 바 있다”고 설명했다.

또한 용역 과정에서 입지선정 지표로 인구규모, 지방세규모, 지역별 총생산, 인구증가율, 재정자립도, 인구밀도, 관리 이동거리를 선정한 것에 대해 “구체적인 선정이유가 기술되지 않았다”며 “해당 지표들은 세계유산의 통합관리보존 및 활용과는 무관한 지표들이다”고 지적했다.

나아가 “입지선정 근거로 삼은 ‘신설 공공기관의 입지선정 기준 연구’(2021.3. 국가균형발전위원회)’는 지역균형발전을 위해 신설 공공기관의 경우 규모가 작고 낮은 지역을 우선적으로 고려해야 한다는 취지의 연구이지만 본 용역에서는 규모가 크고 높은 지역을 우선순위에 두는 오류를 저질렀다”고 꼬집었다.

고령군은 “결정적으로 가야고분군의 통합관리기구가 지자체 공동운영으로 결정될 경우 설립위치, 규모, 구성, 재원 등에 대해서는 지자체간 협의가 가장 중요한 부분”이라며 “그런데 설립위치를 서열화해 지자체간 불화를 야기시키는 결과는 이해하기 어려운 부분”이라고 강조했다.

이어 “최우선적으로 협의되어야 할 사항은 설립형태”라며 “국가유산청의 직영형태가 어렵다는 입장을 표명하였다면, 신속하게 지자체회의를 소집해 설립형태에 대해 논의가 이어져야한다”고 말했다.

고령군은 “국가유산청과 경상북도, 가야고분군 세계유산 통합관리지원단 등 유관기관과의 적극적인 협의를 통해 해당 용역결과의 부당성에 대해 논의하겠다”며 “지자체간 협의에 의한 형평성 있는 입지선정이 이루어질 수 있도록 나설 계획”이라고 전했다.
