국민의힘 김명국 의원은 정부가 ▶쌀 재고 및 수입량을 감안해 충분한 양을 시장격리하여 쌀값 정상화를 위해 적극적으로 노력해줄 것 ▶농민의 안정적 소득 보장을 위해 쌀 수급 안정을 위한 근본적인 대책을 마련할 것을 요구하는 내용의 건의안을 대표 발의했다.

김 의원은 “고령 산물벼 가격이 10월 14일 40㎏ 기준 5만원으로 전년도 같은 기간 6만원에 비해 20% 급락하며 농업인들의 생계가 위협받고 있으며 대한민국 농업의 근간이 흔들리는 치명적인 상황에 직면했다”고 밝혔다.

그러면서 “설상가상으로 비료값, 면세유, 인건비 폭등, 농가부담 이자율 등은 나날이 상승하지만 쌀값은 20년 전에 머물러 있어 농민들은 생존권을 위협받고 있다”며 “쌀 소비 촉진 운동 등 지자체 차원에서 쌀값 하락 극복을 위해 노력하고 있지만 구조적인 문제 해결 없이는 임시방편에 불과한 현실이다”고 지적했다.

김 의원은 “매년 반복되는 쌀값 하락 문제를 근본적으로 해결하기 위한 장기적이고 실효성 있는 쌀 수급 안정 대책이 매우 절실하다”고 호소했다.

채택된 건의안은 대통령·국무총리, 국회의장, 국회, 각 정당, 정부 관련 부처에 전달될 예정이다.

Rep. He pointed out that “while fertilizer prices, duty-free oil, labor costs, and interest rates burdening farmers are rising day by day, the price of rice has remained at the level of 20 years ago, threatening farmers’ right to survive,” and that “local governments are making efforts to overcome the decline in rice prices through campaigns to promote rice consumption, but without resolving structural issues, they are merely stopgap measures.”

Rep. Kim appealed, “A long-term and effective measure to stabilize rice supply and demand is urgently needed to fundamentally resolve the problem of falling rice prices that recur every year.”

The adopted proposal will be delivered to the President, Prime Minister, Speaker of the National Assembly, National Assembly, political parties, and relevant government ministries.
