【브레이크뉴스 고령】진예솔 기자=국민의힘 정희용 의원(경북 고령군·성주군·칠곡군)이 “가야 고분군 통합관리기구 설치 입지 선정은 고분군의 면적과 개수를 최우선 순위로 반영해야 한다”는 입장을 밝혔다.

정희용 의원은 10일 세계유산의 보존·관리 및 활용에 관한 특별법(이하 ‘세계유산법’) 개정안을 대표 발의했다.

2023년 9월 가야 고분군이 세계유산에 등재됨에 따라 우리나라는 총 16개의 세계유산(문화유산 14개·자연유산 2개)를 보유하게 되었으며, 당시 유네스코는 가야 고분군 통합관리기구 설치를 권고한 바 있다.

이에 정희용 의원은 국가유산청장의 인가를 받은 법인인 세계유산 통합관리원의 주사무소가 세계유산의 면적, 개수 등 대통령령으로 정하는 기준을 최우선적으로 고려하도록 하는 개정안을 발의했다.

개정안에 따라 설립될 통합관리원은 ▶세계유산의 보존·관리 및 활용, ▶세계유산의 홍보 계획 수립·시행, ▶세계유산의 보존·관리 및 활용 등을 위한 연구개발 ▶세계유산 관련 국제교류 및 협력 체계 구축 등의 업무를 수행하게 된다.

정희용 의원은 “유네스코 세계유산위원회의 권고에 따라 7개 가야 고분군을 체계적으로 관리할 통합관리기구 설치를 통해 가야 고분군에 대한 연속성과 역사적 문화가치, 보존성을 논의할 필요가 있다”며 “개정안이 통합관리기구 설치의 속도를 높일 수 있는 마중물로서 역할을 하기를 기대한다”라고 말했다.

그러면서 “통합관리원의 위치는 고분군과 무관한 인구 규모, 지방세, 재정 자립도 등이 아닌, 실질적인 지표로써 세계유산의 면적과 개수 등을 고려해야 한다”며 “세계유산으로 등재된 전체 가야 고분군 1,220기 중 절반 이상인 704기(57%)가 속해 있는 경북 고령군이 가야 고분군 세계유산 통합관리원 설립의 최적지다”고 주장했다.

아울러 정희용 의원은 “지난해 고령 지산동 고분군이 유네스코 세계유산에 등재된 데 이어 7월에는 대가야 정치·문화의 중심 고령군이 ‘대가야 고도(古都)’로 지정된 만큼, 앞으로도 대가야 문화권 개발을 위한 다양한 사업 발굴과 예산 확보로 지방소멸 위기를 극복하게 지역경제 활성화를 위해 최선을 다하겠다”고 말했다.

On the 10th, Rep. Jeong Hee-yong proposed a revision to the Special Act on the Preservation, Management, and Utilization of World Heritage Sites (hereinafter referred to as the “World Heritage Act”).

With the Gaya tumuli listed as a World Heritage Site in September 2023, Korea will have a total of 16 World Heritage Sites (14 cultural heritage sites and 2 natural heritage sites), and at the time, UNESCO recommended the establishment of an integrated management organization for the Gaya tumuli.

Accordingly, Rep. Jeong Hee-yong proposed a revision bill requiring the main office of the World Heritage Integrated Management Institute, a corporation authorized by the head of the National Heritage Administration, to give top priority to the criteria set by the presidential decree, such as the area and number of world heritage sites.

The Integrated Management Center established under the revised bill will perform tasks such as ▶ preservation, management, and utilization of world heritage sites, ▶ establishment and implementation of a promotion plan for world heritage sites, ▶ research and development for preservation, management, and utilization of world heritage sites, and ▶ establishment of an international exchange and cooperation system related to world heritage sites.

Rep. Jeong Hee-yong said, “In accordance with the UNESCO World Heritage Committee’s recommendation, it is necessary to discuss the continuity, historical and cultural value, and preservation of the Gaya Ancient Tombs through the establishment of an integrated management organization to systematically manage the seven Gaya Ancient Tombs,” and “I hope that the revised bill will serve as a stepping stone that can speed up the establishment of the integrated management organization.”

He also said, “The location of the integrated management center should consider the area and number of World Heritage sites as practical indicators, not population size, local taxes, and financial independence that are unrelated to the ancient tombs,” and argued, “Goryeong-gun, Gyeongbuk, where more than half (57%) of the 1,220 Gaya Ancient Tombs registered as World Heritage sites are located, is the optimal location for the establishment of the Integrated Management Center for the Gaya Ancient Tombs World Heritage Site.”

In addition, Rep. Jeong Hee-yong said, “Following the registration of the Goryeong Jisan-dong Ancient Tombs as a UNESCO World Heritage Site last year and the designation of Goryeong-gun, the center of Daegaya politics and culture, as the ‘Ancient Capital of Daegaya’ in July, we will continue to do our best to overcome the crisis of local extinction and revitalize the local economy by discovering various projects and securing a budget for the development of the Daegaya cultural sphere.”
