정희용 의원이 수협중앙회로부터 제출받은 자료에 따르면 최근 5년여 간(2019~2024.9) 조업 중 안전사고가 948건 발생했고 이로 인한 사상자는 969명에 달하는 것으로 나타났다.
원인은 선상작업이 643건(68%)으로 가장 많았고, 그 뒤로 원인미상 171건(18%), 해상추락(14%) 순이었다.
같은 기간 안전사고 발생으로 인한 사상자는 총 969명으로 부상자가 700명(72%), 사망자 202명(21%), 실종자 67명(7%) 순이었다.
수협중앙회의 예산 편성 현황을 살펴보면 2019년에 비해 2023년 예산은 57억5,800만원(0.6%p) 증가했으나 2023년 기준 전체 수협중앙회 예산(1조7,869억3,900만원)의 약 1.9% 수준에 불과했다.
정희용 의원은 “다행히 조업 중 안전사고 발생 건수와 사상자 숫자가 조금씩 줄어들고 있는 추세지만 지난 5년간 약 1,400억 원이 넘는 예산을 투입하고도 매년 안전사고가 끊이지 않고 발생하고 있는 것은 문제다”며 “어업인들이 안전한 환경에서 조업할 수 있도록 수협중앙회는 어업인 안전조업 교육 강화, 구명조끼 등 사고예방·안전용품 보급 확대, 사고 다발어선 관리 강화 등 조업 중 안전사고 발생을 획기적으로 줄일 수 있는 종합적인 대책을 마련해야 할 것”이라고 밝혔다.
