20일, 정희용 의원은 취약계층의 영양 개선 지원과 국산 농산물 소비 촉진하는‘농업·농촌 및 식품산업 기본법 일부개정법률안’을 대표 발의했다고 밝혔다.
현재 농림축산식품부는 저소득 취약계층에게 농식품을 지원하는‘농식품바우처’시범사업을 시행하고 있다. 2022년 시범사업에 대한 한국농촌경제연구원(KREI)의 결과 분석에 따르면 바우처 지원 전과 후를 비교했을 때 수혜자의 식품 충분성은 16.6%p, 식품 다양성은 24.1%p 증가하여 식생활 개선에 큰 도움이 되는 것으로 확인되었다.
농식품바우처 사업에 대한 긍정적 효과가 크게 나타남에도 불구하고, 현행법은 국가와 지방자치단체가 취약계층 등 모든 국민에게 식품을 안정적으로 공급하기 위하여 식품 지원 정책을 세우고 시행하도록만 규정하고 있어, 농식품바우처 사업의 대상을 확대하고 지속적으로 사업을 추진하기 위한 법적 근거가 부족하다는 지적이 있었다.
이에 정희용 의원은 농식품바우처(농식품이용권) 용어에 대한 정의와 농식품바우처의 지급·관리 근거 마련, 지급 업무를 수행하기 위한 자료 요청 권한 부여 및 전담기관 지정에 관한 사항 등을 포함한 농식품바우처 사업의 안정적인 사업 시행 및 운영을 위한 근거를 마련하는 법안을 대표발의했다.
정희용 의원은 “농식품 바우처 지원 사업은 저소득층 등 취약계층의 먹거리 안정망을 한층 더 강화하고, 국산 농산물 소비촉진에도 큰 도움이 될 것으로 기대한다.”면서 “앞으로도 취약계층 등 사회적 약자를 보호하고 지원하는 정책 방안 마련에 최선의 노력을 다해 나가겠다.”라고 밝혔다.
