현행법에는 농어업 인력의 체계적인 육성과 안정적인 농어촌 정착을 유도하기 위해 일정 요건에 해당하는 사람을 후계농어업인등(후계농어업인이나 청년농어업인)으로 지정하여 국가와 지방자치단체가 이들에게 필요한 농어업 관련 자금, 컨설팅, 기술, 창업, 교육 등을 지원하고 있다.

그러나 이와 같은 다양한 지원책에도 불구하고 후계농어업인등이 여전히 농어촌 정착에 어려움을 겪고 있으며 일부는 다시 도시로 떠나는 문제가 발생해 후계농어업인등의 꾸준한 유입과 안정적인 정착 및 성장을 위해서는 이를 지원하는 전담 조직 신설이 필요하다는 의견이 제시되고 있다.

이에 정희용 의원은 '후계농어업인 및 청년농어업인 육성·지원에 관한 법률 일부개정안’을 대표 발의했다고 16일 밝혔다.

해당 개정안에는 농림축산식품부장관, 해양수산부장관 또는 지방자치단체의 장으로 하여금 후계·청년 농어업인정착지원센터를 지정·운영하도록 함으로써 후계농어업인등의 안정적인 농어촌 정착과 성장을 돕고 나아가 지속가능한 농어촌사회 발전을 도모하도록 하는 내용이 들어있다.

정희용 의원은 “대한민국 농어촌이 저출산, 고령화, 인구유출 등으로 복합적인 위기에 처해있는 상황에서 후계·청년농어업인들 마저 정착하지 못하고 떠나버린다면 경쟁력 약화를 넘어 농어촌 소멸 위기 문제에 직면할 수 있다”며 “정부와 지자체가 나서서 후계·청년농어업인들에 대한 전폭적인 지원 방안을 마련해야 한다”고 밝혔다.

또한 “이번 개정안이 통과되면 농어촌 현장의 다양한 정책 수요를 실시간으로 파악하고, 이를 정부 시책에 반영하여 현장 중심의 맞춤형 후계·청년농어업인 지원책 마련에 큰 도움이 될 것”이라고 말했다.

아울러 정희용 의원은 “앞으로도 체계적인 후계·청년농어업인력 및 지역사회 인재 육성을 위해 최선의 노력을 다해 나가겠다”라고 밝혔다.
