극한 기후 현상이 일상화되면서 자연재해 빈도와 강도가 증가하고, 기상 여건에 민감한 농업의 피해 역시 빈번하게 발생하고 있다.

작년에는 과수의 생육이 시작되는 3월에 꽃이 빠르게 개화했고 올 겨울철에는 마늘과 양파와 같은 월동작물에 병해충이 발생하는 등, 농업생산 차질과 수급 불안에 식품비와 외식비까지 상승하는 ‘푸드플레이션’ 우려마저 나오고 있는 실정이다.

그러나 현행법상 이상고온 현상을 농업재해로 규정하지 않아 이상고온으로 인한 농작물의 피해를 예방하고 관련 대책을 수립하기 위한 법적 근거의 필요성이 제기된다.

이에 정희용 의원은 이번 개정안에 이상고온으로 인한 피해를 농업재해 범위에 포함했다.

정 의원은 “현행법상 가뭄, 홍수, 호우, 태풍, 폭염 등은 재해로 규정되어 있지만, 이상고온 현상에 대해서는 재해로 규정되어 있지 않다는 입법상의 미비점을 발견했다”며 “이제는 이상기온 현상까지 재해로 포함해 정부가 효과적인 대책을 수립하게 함으로써, 농업의 생산력 향상과 경영안정을 도모해야 한다”고 말했다.
