【브레이크뉴스 고령】진예솔 기자=국민의힘 정희용 의원(경북 고령군․성주군․칠곡군)이 ‘수상에서의 수색·구조 등에 관한 법률개정안’을 대표 발의했다고 밝혔다.
지난 22일 정희용 의원은 “최근 지속적인 폭염으로 가까운 수영장·하천·계곡 등을 찾는 사람들이 늘어나고 수상레저를 즐기는 사람들도 증가하는 추세다”라며 “국민의 생명과 직결되는 수상 안전 분야 자격증에 대해서는 국가에서 엄정하고 체계적인 검증·관리를 통해 전문적인 수상구조사 양성이 필요하다”고 말했다.
지난 7월 소방청이 발표한 자료에 따르면, 최근 5년간(2019~2023년) ▶물놀이 익수, ▶수상표류, ▶계곡·급류사고, ▶수상레저 사고 등으로 6,514건의 사고가 발생한 것으로 드러났다.
그러나 일부 지자체에서는 전문능력을 갖춘 안전요원 모집에 난항을 겪어 적재적소에 인력을 배치하지 못하는 문제가 발생하면서 인력 양성의 필요성이 대두됐다. 인명구조 자격증을 발급하는 민간단체별로 평가 기준이 다른 것도 문제로 지적된다.
이에 정희용 의원은 국가에서 체계적인 교육을 통해 전문 인력을 양성하고 엄격한 검증 및 관리가 이루어지도록 수상안전 분야 자격을 국가자격으로 통합하는 법안을 마련했다.
나아가 수상구조사 자격등급을 지도사·1급·2급으로 세분화해 업무역량에 따른 등급 구분을 위해 자격제도를 정비하는 내용도 포함했다.
정희용 의원은 “현장에서 실효성 있는 자격제도 개선을 요구하는 목소리가 지속적으로 제기되어 법안을 추진하게 되었다”며 “앞으로도 국민의 생명을 보호하고 안전을 도모하기 위한 입법·정책적 노력에 최선을 다하겠다”고 밝혔다.
