경북 전기차 무선충전 특구는 국내 최초로 전기차 무선충전 분야에서 실증을 추진하며, ① 도심 거점 주유소 내 고출력(22㎾급) 무선충전 실증, ② 기존 유선충전기에 무선충전 기능을 추가한 유선충전기 연계형 무선충전 실증, ③ 근거리 이동 및 택배·배달 등 특수 목적에 적합한 초소형 전기차 무선충전 실증 등 3개의 세부사업으로 구성되어 있다.

경북은 대표 산업으로 지역경제를 견인했던 전국 3위 규모의 자동차부품 산업의 미래차 산업 대전환이란 위기 속에서 혁신을 통한 지역 내 주력산업의 재탄생 요구를 배경으로 전기차 무선충전 신기술 산업생태계 육성을 위해서 지난 2022년 9월 특구로 지정받았으며, 현재 국내 전기차 무선충전 분야 관련 기업 8개 社*가 2026년 8월까지 총 4년간 특구 사업을 수행하고 있다.

기존 규제 및 법령으로 인해상용이 불가했던 전기차 무선충전 산업에 있어 국가 신산업의 발전을위하여 전기차 무선충전 규제자유특구를 통해4개의 규제 특례를 허용함으로써 실증 기회를 마련했고, 이번 실증 착수를 시작점으로 괄목할 만한 성과가 나타날 것이라 기대하고 있다.

또한 경상북도와 경산시 그리고 경북TP는 특구 지정이후, 실증 착수에 필요한 ▴부대조건 이행방안 마련 ▴안전점검위원회 구성 및 참여 ▴이용자 고지 ▴특구사업자 책임보험 지원 등 각종 제반 사항을 긴밀히 협조하여 추진하고 있다.

해당 특구의 한발 앞선 행보로서 지난해 규제 소관부처 협의를 통해 무선충전 최적 주파수 대역인 85kHz 분배 부재에 대한 규제 해소 및 한국전기설비기준, 전파응용설비 기술기준 개정 등 전기차 무선충전 관련 법령 정비를 끌어내 규제혁신 성과를 이루어내는 등 실증 착수 전 앞선 성과를 보이고 있다.

이를 포함한 성공적인 실증 착수를 통해 전기차 무선충전의 실증결과 데이터를 활용하여 전기차 감전 및 화재 등 국민 안전성 증대를 위한 대한 기술 및 품질 효용성을 검증하고, 나아가 관련 규제 완화 및 법령 개정을 통해 경북지역 내 전기차 무선충전 산업 생태계를 뿌리내리고 전국적으로 확장해 나갈 계획이다.

하인성 경북TP 원장은 “경북 전기차 무선충전특구의 실증을 차질없이 안전하고 성공적으로 추진하여 경북지역 상생 미래차 신산업벨트의 구축 및 선도기업 유치와 지역 부품 생산기업의 신규 수요/매출 증대/양질의 신규일자리 창출에 앞장서겠다”고 말했다.

이어 ”경북의 힘으로 전기차 무선충전 산업의 경쟁력을 높혀 무선충전 지역혁신의 선두 주자로 자리매김과 더불어 국가거점으로 성장할 수 있도록 최선의 지원을 하겠다“라고 전했다.

The Gyeongbuk electric vehicle wireless charging special zone is the first in Korea to promote demonstrations in the field of electric vehicle wireless charging, and consists of three sub-projects: ① demonstration of high-power (22㎾ class) wireless charging at gas stations located in urban areas, ② demonstration of wireless charging linked to wired chargers that add wireless charging functions to existing wired chargers, and ③ demonstration of ultra-small electric vehicle wireless charging suitable for special purposes such as short-distance travel and courier/delivery.

Gyeongbuk was designated as a special zone in September 2022 to foster an industrial ecosystem for new technologies in wireless charging for electric vehicles, in the midst of a crisis of a major transformation of the future car industry in the automobile parts industry, which was the third largest in the country and led the local economy as a representative industry. Currently, eight domestic companies* related to wireless charging for electric vehicles are carrying out special zone projects for a total of four years until August 2026.

In order to develop a new national industry in the wireless charging industry for electric vehicles, which was previously unavailable due to existing regulations and laws, four regulatory exceptions were allowed through the wireless charging regulation-free special zone for electric vehicles, providing an opportunity for demonstration, and we expect that remarkable results will be achieved starting with this demonstration.

In addition, Gyeongsangbuk-do, Gyeongsan-si, and Gyeongbuk TP are closely cooperating to promote various matters necessary for the start of the demonstration, such as ▴preparation of implementation plans for auxiliary conditions, ▴organization and participation of a safety inspection committee, ▴notification to users, and ▴support for liability insurance for special zone operators, after the special zone was designated.

As a step ahead of the special zone, last year, through consultations with regulatory ministries, the absence of a distribution of 85 kHz, the optimal frequency band for wireless charging, was resolved, and the revision of the Korea Electrical Installation Standards and Radio Application Equipment Technology Standards, etc., related laws and regulations for electric vehicle wireless charging were revised, thereby achieving regulatory innovation results and showing advanced results before the start of the demonstration.

Through successful demonstrations including this, the demonstration result data of electric vehicle wireless charging will be utilized to verify the technology and quality effectiveness for increasing national safety, such as electric vehicle electric shock and fire, and furthermore, the electric vehicle wireless charging industry ecosystem will take root in the Gyeongbuk region and expand nationwide through related regulatory relaxation and law revision.

Ha In-seong, the head of Gyeongbuk TP, said, “We will safely and successfully carry out the demonstration of the Gyeongbuk Electric Vehicle Wireless Charging Special Zone without a hitch, and take the lead in establishing a new industry belt for future vehicles in the Gyeongbuk region, attracting leading companies, and increasing new demand/sales/creating new quality jobs for local parts manufacturers.” He continued, “We will do our best to support Gyeongbuk’s efforts to enhance the competitiveness of the electric vehicle wireless charging industry, position it as a leader in regional wireless charging innovation, and grow into a national hub.”
