경상북도의회 김상헌 의원(포항, 더불어민주당)은 제320회 정례회 5분 자유발언을 통해 “이철우 경북도지사가 대구시장과 함께 역점적으로 추진 중인 대구경북 행정통합에 대한 공론화가 미숙한 절차들로 인해 공정성이 훼손되었다”며 “경상북도의 주인인 도민을 위해 공정한 절차에 따른 충분한 기간의 공론화가 이루어져야 한다”고 밝혔다.

김 의원은 “지난 9월 21일 출범한 대구경북 행정통합 공론화 위원회의 인적 구성이 친 집행부 인사들로만 구성되어 있으며, 위원장이 통합 찬반 TV 토론의 찬성 측 패널로 등장하는 어처구니없는 일도 있었다”고 지적하고 “  위원회는 통합에 대한 찬반 의견을 충분히 나누고 민의를 수렴하는 ‘공론’ 추진이 첫 번째 목적인 만큼, 통합에 찬성하는 사람과 반대하는 사람, 경북 북부권의 의견을 전달하고 반영시킬 수 있는 사람 그리고 다양한 직업군의 사람을 포함하여 객관적이고 투명하게 운영되어야 한다”고 강조했다.

그는 또, “경상북도는 행정통합을 논의하는 과정에서 의회를 무시하고 독단적으로 언론 홍보를 하는 등 독선과 경직된 모습을 보이고 있다”곧 했다. 이어 “진정 대구경북 통합의 필요성을 강조하고 싶다면, 경북도민이 걱정하는 인력과 자본 유출에 따른 불균형 심화 문제와 대구시민이 걱정하는 국비지원 감소와 인프라 분산에 따른 경제적 손실 문제, 그리고 통합에 따라 현실적으로 수반되어야만 할 의회통합, 공무원감축, 통합청사이전 등 반대가 불 보듯 뻔한 사안들도 숨기지 말고 모두 공론화 테이블 위에 올려놓아야 한다”고 밝혔다.

김상헌 의원은 “경북도청신도시는 여전히 조성 중이고 대구시는 시청 이전 계획을 이제 막 세우고 있으며, 통합신공항 이전지는 극심한 진통 끝에 겨우 확정되었다”면서 “행정통합 문제는 정치인 단체장의 일방적인 하향식 접근으로 성급하게 추진될 사안이 아니며, 통합에 찬성하는 사람과 반대하는 사람, 그리고 북부권 도민들의 의견을 전달하고 반영시킬 수 있는 사람을 포함하는 공정한 절차에 따라 충분한 기간의 공론화가 이루어져야 한다”고 재차 강조했다.
