【브레이크뉴스 대구】진예솔 기자=경북도의회 농수산위원회(위원장 남영숙)가 농축산유통국과 해양수산국, 농업기술원에 대한 ‘2023년도 세입ㆍ세출 예산안’ 심사를 마무리했다.

지난 28일과 29일 양일간 실시된 농수축산 분야에 대한 예산 심사는 사상 처음 1조원을 돌파한 금액으로 관심이 쏠렸다.

농축산유통국은 올해 9,280억 보다 11% 증가한 1조 354억 원을 2023년 본예산으로 제출했다. 내년도 道 농업예산은 농업기술원 예산 941억을 포함해 당초예산 기준 1조 1,295억이다.

예산 심사에서는 현장에서 농업예산의 실효성에 관한 질의가 이어졌다. 

특히 축산악취 문제와 관련하여 박창욱(봉화) 의원과 이충원(의성) 의원은 “축산 악취 문제를 개선하기 위한 사업들이 내년에도 많이 편성되어 있으나, 축산 농가의 농기계 구입을 보조해 주는 이런 사업들은 문제를 해결하는 근본적인 방안이 아니다”면서 예산을 편성함에 있어 현장에서의 적용성과 실효성을 최우선으로 고려해줄 것을 당부했다.

서석영(포항) 의원은 매년 심화되는 농촌인력문제에 대해 “농촌인력지원센터 운영을 더욱 확대하고, 외국인 근로자 공급 확대와 활용도를 높일 수 있는 사업과 제도개선도 필요하다”고 지적했다.

정근수(구미) 의원은 “농촌협약, 농촌중심지활성화 사업 등 국비 공모사업 확보에 만전을 기해 달라”며 “국비 공모사업에서 소외되는 시ㆍ군이 없도록 경북도가 컨트롤 타워 역할을 해야 한다.”고 강조했다.

남영숙 위원장은 “농축산유통국의 당초예산이 1조원을 넘어섰지만, 경북의 농업 규모나 타 시ㆍ도, 도전체 예산과의 비율을 고려했을 때 절대 많은 수준이 아니다”면서 “농업예산의 규모를 늘리고, 현장에 필요한 예산을 적시적소에 편성해야 한다.”고 거듭 강조했다.
