【브레이크뉴스 경북】이성현 기자=경상북도는 환경부의 지역맞춤형 통합하천사업 공모에서‘환동해통합하천 신형산강 프로젝트’와‘낙동강(문경지구) 지역맞춤형 통합하천사업’2개 사업이 최종 선정됐다고 26일 밝혔다.

경북도는 2개 시가 공동 시행해 사업량 및 사업비가 최대로 확보 될 수 있도록 전국 유일 시군합동 수계통합방식으로 ‘형산강 수계 포항시·경주시 공동시행’, ‘금호강 수계 영천시·경산시 공동시행’, ‘낙동강 수계의 문경시, 칠곡군’으로 배치 신청해 공모에 전략적으로 대응했다.

특히, 신형산강프로젝트는 도와 포항시, 경주시가 공동으로 노력해 공모에 선정된 좋은 사례로 불투명했던 형산강 사업 추진에 탄력을 받게 됐다. 이 사업의 규모는 4900억원이다.

향후 환경부는 선정된 사업에 대해 내년말까지 사업대상지별로 기본구상을 마련하고, 재정여건에 따라 2024년부터 단계적으로 사업을 추진할 계획이다.

정부와 지자체가 사업비를 분담하는 방식으로 지자체가 실시설계와 정비 사업을 직접 수행하고 환경부는 이를 지원하는 체계로 사업을 추진할 에정이다.

선정된 사업과 관련해 포항·경주시는 그간 국가하천 형산강 친수사업을 별도로 추진해오던 기존 사업을 ‘환동해통합하천 신형산강 프로젝트’로 한데 묶어 공동으로 시행한다.

사업내용으로는 경주율동~포항송도의 34km 구간에 4942억원 정도로 주민 생활수준이 향상되면서 하천을 여가와 휴식 공간으로 적극 활용하려는 지역 주민의 요구에 맞는 사업을 추진할 계획이다.

세부적으로는 형상강 하도준설, 서천생태보, 형산강 푸른물생태공원, 에코헤리티지파크 및 청심가든, 오천제 미세먼지차단숲, 뱃머리 생태숲길, 신라정원 및 리버스포츠존, 형산 워터프론트, 상생로드 및 상생둘레길, 포항-포스코 동행 인도교, 레일라운지, 골든워터폴, 형제다리 및 해송 어선정박지 등이다.

또 문경시의 ‘낙동강 지역맞춤형 통합하천사업’은 문경 영순 이목리 일원의 뱃길 복원을 통한 하천의 역사·문화 체험 등 관광자원 확보, 낙동강에서 수상레저, 스포츠 공간 마련과 이벤트 등을 통해 다양한 공적 수변문화 공간으로 확대하는 사업으로 예상 사업비 504억원 정도를 투입할 예정이다.

이철우 경북도지사는 “이번 사업을 통해 홍수 등 자연재해에 안전하면서도 지역 주민의 의사를 반영한 다양한 레포츠 및 여가 생활을 즐길 수 있을 것이다” 라며 “풍부한 수자원을 이용할 수 있는 친수사업을 통해 주민 삶의 질 제고와 지역경제 활성화에 크게 기여할 수 있도록 하겠다”고 밝혔다.

It is planned to invest about 50.4 billion won in project cost as an expansion project.
