교육부가 추진 중인 「대학 평가체제 개편 방안 시안(‘23.1)」에 따르면 재단이 실시 예정인 ‘24년 사립대학 재정진단에 의한 경영위기대학 지정 결과가 (전문)대교협의 기관평가인증 결과와 함께 ’25학년도 대학 일반재정지원 기준으로 활용될 예정이다.

이와 관련 재단은 2023년도부터 ‘사립대학 구조개선 지원사업’을 통해 대학이 재정위기에 선제적으로 대응할 수 있도록 지원하고 재정진단 등 사립대학의 구조개선 정책이 효과적으로 추진될 수 있도록 대학과의 소통을 확대할 계획을 전했다.

금년도 재정진단은 사립대학의 자체적인 재정여건 개선 및 위기극복 노력을 유도하기 위해 시범적으로 추진하는 것으로, 전체 사립대학을 대상으로 실시하나 경영위기대학은 일반재정지원을 적용받는 일반대학, 전문대학, 산업대학만을 대상으로 지정한다.

해당 방안은 대학 규제 완화사항을 반영하고 이행과제를 고도화하여 ‘24년부터 적용 가능한 정량·정성적 구조개선 시나리오를 제공하는 것으로  ‘22회계연도 결산 기준 예비경영위기대학 2개교와 재정건전대학 중 경영위기예상대학 2개교를 대상으로 4분기 중에 지원한다.

특히 ’22회계연도 결산 기준의 시범진단 결과가 확정되는 7월 이후에는 모든 사립대학을 대상으로 재정진단 및 진단컨설팅 결과 우수사례를 대학이 활용할 수 있도록 설명회를 개최할 예정이다.
