【브레이크뉴스 안동】이성현 기자=안동시의회 예산결산특별위원회(위원장 김호석)는 3월 31일 시장이 제출한 2025년 제1회 추가경정예산안 및 기금운영계획변경안을 원안대로 가결했다고 3일 밝혔다.

이번 예산안은 총 1조 7,487억 원 규모로, 기존 예산에서 1,430억 원이 증액 편성되었으며, 전액 일반회계에 배정되었다.

이번 추가경정 예산안은 지난 3월 24일 발생한 의성발 대형 산불로 큰 피해를 입은 시민들을 지원하는 데 집중됐다. 해당 예산은 생계비 지원 및 신속한 복구 작업을 위한 재원으로, 시도비 보조금 478억 원, 순세계잉여금 500억 원, 통합재정안정화기금 360억 원 등이 포함되었다.

편성된 주요 예산 항목으로는 산불피해 이재민을 위한 응급구호 물품 지원에 5억 원, 산불재난지원금으로 43억 원, 폐기물 처리 및 재해복구를 위한 50억 원, 산불 피해목 긴급 벌채를 위한 5억 원, 임시주거시설 설치를 위한 323억 원, 주택 철거에 61억 5천만 원, 생활안정지원금 330억 원, 벼 육묘장 응급 복구 지원을 위한 1억 원, 농기계 구입 지원에 55억 원, 그리고 폐사축 처리와 매몰장비 임차료로 1억 7천만 원이 배정되었다.

김호석 위원장은 “이번 대형 산불로 피해를 입은 이재민들에게 위로의 마음을 전하며, 이 예산이 빠르게 복구와 재건에 도움이 되기를 바란다”며, “즉시 필요한 부분에 대해서는 예산을 승인하고, 부족한 부분은 향후 집행부와 협의해 추가 및 보완을 요청할 계획”이라고 밝혔다.

특히 이번 추가경정 예산에서 2025년 본예산에 편성된 재해재난목적예비비 73억 원은 이번 산불 피해를 지원하는 데는 부족하다는 점을 인식하고, 내부 유보금 217억 원을 예비비로 전용하여 긴급하게 대응할 수 있도록 조정했다.

김 위원장은 "이번 예산안이 신속하고 정확하게 집행되어 피해 복구가 원활히 진행될 수 있도록 각별히 신경 쓰겠다"고 강조하며, "향후 피해 상황에 대한 정확한 조사 후 추가 예산 확보와 정책 마련을 위해 지속적으로 노력하겠다"고 덧붙였다.

한편, 안동시의회는 이번 예산안에 한정하지 않고, 피해 복구를 위한 추가적인 예산 확보와 정책 마련을 위해 적극적으로 나설 계획임을 밝혔다.

Chairman Kim Ho-seok said, “I would like to express my condolences to the victims of this large-scale wildfire and hope that this budget will help with quick recovery and reconstruction,” and added, “We plan to approve the budget for areas that are immediately necessary and request additional and supplementary measures through future consultation with the executive branch for areas that are insufficient.”

In particular, in this additional budget, we recognized that the 7.3 billion won in disaster relief reserves allocated in the 2025 original budget was insufficient to support the damage from this wildfire, and adjusted the internal reserves of 21.7 billion won to reserve funds so that we can respond urgently.
