이번 건의안은 손광영 의원(태화·평화·안기)이 대표 발의했다. 손 의원은 지난 10일 열린 본회의 5분 자유발언을 통해 낙동강 상류와 안동댐에 수십 년간 퇴적된 카드뮴, 수은, 납 등 중금속 오염의 심각성을 지적하며, 산불 피해지역 주민이 중심이 되는 ‘안동형 생태 뉴딜’ 모델을 대안으로 제시한 바 있다.

시의회는 건의안에서 중금속 오염 문제가 단순한 환경문제를 넘어 국민 생명권과 수자원 주권의 문제라며, 환경부의 오염 실태 재조사와 조사 결과 공개를 요구했다. 또한 정화사업을 국가 중점과제로 지정하고 국비를 확보할 것과, 지자체와 주민이 함께 참여하는 정화 로드맵 수립을 촉구했다.

특히 시의회는 반복적인 환경오염을 초래한 영풍 석포제련소에 대한 강력한 법적·행정적 조치를 요구하는 한편, 한국수자원공사가 안동댐 수질 개선과 정화사업에 적극 참여해 공공기관으로서의 책임을 다할 것을 주문했다.

손광영 의원은 “지금은 지방정부의 대응만으로는 한계가 있다”며 “국가 차원의 종합적인 수자원 보호 로드맵이 시급하다. 특히 이재명 정부 출범을 계기로 낙동강과 안동댐 수계를 국책사업으로 발전시키는 실질적 정화가 필요하다”고 강조했다.

안동시의회는 이번 건의안을 정부와 국회, 환경부 등 관련 기관에 공식 전달할 예정이다.

Assemblyman Son Gwang-yeong emphasized, “Right now, the response of local governments alone is limited,” and “A comprehensive water resource protection roadmap at the national level is urgent. In particular, with the inauguration of the Lee Jae-myung government, substantial purification is needed to develop the Nakdong River and Andong Dam watershed into a national project.”

The Andong City Council plans to officially deliver this motion to the government, the National Assembly, the Ministry of Environment, and other relevant organizations.
