특히 세계 주요 국가들이 환각 성분 기준에 따라 산업용 헴프와 CBD를 분리 관리하며 의료·바이오 산업을 전략적으로 육성하는 흐름과 달리, 국내 제도는 과학적 기준과 글로벌 규범에 부합하지 못하고 있다고 강조했다.
이에 따라 건의안은 ▲산업용 헴프와 CBD의 환각 성분 기준 분리 관리 ▲저(低) THC 제제에 대한 연구·제조·수출입 허용 및 이력관리 중심의 폐쇄형 관리체계 도입 ▲규제자유특구 실증 성과의 상업화 연계 기반 마련 ▲불법 대마 유통에 대한 처벌 강화와 산업·의료용 헴프의 명확한 구분 관리 ▲정부·국회의 단계적 입법 로드맵 제시 등을 정부와 국회에 공식 건의했다.
이재갑 의원은 제안 설명에서 “국가가 승인한 실증 사업이 제도 미비로 산업화되지 못한다면 이는 지역의 문제가 아니라 국가 경쟁력의 문제”라며 “실증에서 산업으로 나아가기 위한 입법적 결단이 필요하다”고 강조했다.
안동시의회는 이번 촉구 건의안을 대통령실과 국회, 관계 중앙부처에 전달하고 향후 제도 개선 논의에 적극 대응할 방침이다.

Accordingly, the proposal formally proposes to the government and the National Assembly: ▲ separate management of industrial hemp and CBD based on hallucinogenic content; ▲ introduction of a closed management system centered on research, manufacturing, import/export permits, and traceability of low-THC formulations; ▲ establishment of a foundation for commercialization of regulatory-free zone demonstration results; ▲ strengthening penalties for illegal cannabis distribution and clearly distinguishing industrial and medical hemp; and ▲ presentation of a phased legislative roadmap by the government and the National Assembly.
In his proposal explanation, Rep. Lee Jae-gap emphasized, "If state-approved demonstration projects fail to become industrialized due to institutional deficiencies, this is not a regional issue, but a matter of national competitiveness. Legislative determination is needed to move from demonstration to industry."
Andong City Council plans to deliver this petition to the Office of the President, the National Assembly, and relevant central government agencies and actively respond to future discussions on system improvement.
