안동시의회는 제265회 임시회 제1차 본회의에서 김새롬 의원이 대표 발의한 '지방재정 신속집행 제도 개선 촉구 건의안'을 만장일치로 채택했다고 밝혔다.

지방재정 신속집행 제도는 2009년 경기 활성화를 목적으로 도입된 이후 상반기 예산을 집중 집행해 지역경제를 부양하는 역할을 해왔다. 그러나 장기간 운영되면서 실효성보다 부작용이 두드러진다는 지적이 제기되고 있다.

특히 집행률 중심의 획일적 평가 방식이 이른바 ‘밀어내기식 집행’을 유도해 사업 준비 부족과 부실 설계·시공, 수요 이전에 따른 선집행 등 재정 운용 왜곡을 초래하고 있다는 비판이 나온다. 이 같은 문제는 행정력 낭비와 공공서비스 품질 저하로 이어질 수 있다는 우려도 커지고 있다.

김새롬 의원은 앞서 지난 1월 국무총리와의 면담을 통해 현장의 애로사항과 제도 개선 필요성을 전달하는 등 지속적으로 문제 제기를 이어왔다. 행정안전부가 평가제도 개선 검토와 경쟁 완화 방안을 회신했지만, 보다 구체적이고 실효성 있는 대책이 필요하다는 입장이다.

김 의원은 건의안을 통해 “신속집행이 사실상 ‘6개월 시한부 행정’으로 운영되며 속도 경쟁에 매몰되고 있다”며 “재정은 사업 특성과 시기에 맞게 균형 있게 집행돼야 함에도 일률적 목표와 실적 중심 평가가 과도한 경쟁과 행정 부담을 초래하고 있다”고 지적했다.

이어 단순 집행률 중심의 평가 방식 재검토와 함께 재정 건전성 및 사업 효과를 반영한 새로운 평가지표 도입, 지역 여건을 고려한 자율적 재정운용 체계 마련을 촉구했다.

한편 이날 채택된 건의안은 정부와 국회 등 관계 기관에 공식 전달될 예정이다.

In her proposal, Representative Kim pointed out that "rapid execution is effectively being operated as 'six-month time-limited administration,' becoming bogged down in a speed competition." She noted that "while finances should be executed in a balanced manner according to project characteristics and timing, evaluations based on uniform goals and performance are causing excessive competition and administrative burdens."

She further urged a re-examination of evaluation methods focused solely on execution rates, the introduction of new evaluation indicators that reflect fiscal soundness and project effectiveness, and the establishment of an autonomous fiscal management system that considers local conditions.

Meanwhile, the proposal adopted today is scheduled to be officially delivered to relevant agencies, including the government and the National Assembly.
