시의회는 19일 열린 제259회 제1차 정례회 제2차 본회의에서 우창하 의원(북후·서후·송하)이 대표 발의한 ‘안동시 기업 및 투자유치 촉진 조례 일부개정조례안’을 수정 가결했다고 밝혔다.
이번 개정안의 핵심은 기존 입지·시설보조금 지원 제도의 실효성을 보완하고, 예상치 못한 재난 상황에서도 보다 유연하게 대응할 수 있는 제도적 장치를 마련한 데 있다. 현행 조례는 일정 규모 이상의 투자 기업에 입지와 시설에 대한 보조금을 지원하도록 규정하고 있으나, 그동안 세부 산정 기준과의 불일치 등으로 정책 집행의 명확성과 일관성 부족이 문제로 지적돼 왔다.
이에 따라 개정된 조례에는 「재난 및 안전관리 기본법」에 따라 특별재난지역으로 선포된 관내외 지역의 기업 가운데 일정 요건을 충족하는 경우, 기존 보조금 외에 추가적인 지원을 할 수 있도록 하는 예외 규정이 신설됐다. 이로써 산불 등 대규모 재난으로 피해를 입고도 지역에 남아 경영 정상화를 추진하는 기업들이 보다 실질적인 지원을 받을 수 있게 됐다.
우창하 의원은 “이번 개정은 최근 산불 등 재난 피해로 어려움을 겪고 있는 기업들의 회복을 돕기 위해 최소한의 제도적 보완을 한 것”이라며 “앞으로도 기업들이 신뢰하고 안정적으로 사업을 영위할 수 있는 제도로 자리잡기를 기대한다”고 말했다.
한편, 안동시의회는 이번 조례 개정을 계기로 입지보조금 제도의 실효성과 행정 유연성을 높이기 위한 제도 개선과 정책적 지원을 지속적으로 추진해 나갈 방침이다.

Meanwhile, Andong City Council plans to continue to pursue institutional improvements and policy support to increase the effectiveness and administrative flexibility of the location subsidy system using this ordinance revision as an opportunity.
