이번 추경안은 지난 18일 안동시장이 제출한 것으로, 고물가·고환율에 더해 중동전쟁 여파로 인한 고유가까지 겹치며 지역경제 침체가 심화되는 상황을 반영해 편성됐다. 예결특위는 이러한 경제 여건과 산불 피해 복구 등 시급한 지역 현안을 고려해 적극적인 자세로 심사에 임했다고 밝혔다.

위원회는 보통교부세와 순세계잉여금을 주요 재원으로 한 이번 추경안에 대해 시급성·필요성·효율성을 기준으로 검토한 결과, 지역사랑상품권 발행 및 운영 예산 103억 원, 산불 피해지 위험목 벌채 예산 70억 원, 병해충 방제 예산 4억 원, 수상대로 확장공사 예산 40억 원 등을 원안대로 승인했다.

반면, 재정 여건의 어려움을 감안해 과도하게 편성된 홍보예산과 성과가 미흡한 일부 사업은 삭감했다. 특히 축제·행사성 예산의 경우 총액 한도 없이 증가하는 점을 지적하며 전액 삭감하고, 기본에 충실한 재정 운용을 주문했다.

또한 향후 대규모 예산 투입이 예상되는 실내 테니스장과 파크골프장 등 체육관광 인프라 사업에 대해서는 단기적이고 임기응변식 접근을 지양하고, 종합적·장기적 관점의 행정 추진을 강조했다.

임하 파크골프장 조성사업 실시설계 용역과 관련해서는 행정절차가 미흡한 상태에서 예산이 먼저 편성된 점을 지적하며 유감을 표명하고, 주민동의 등 관련 절차를 연내 이행하는 것을 조건으로 사업을 승인했다.

심사 결과, 일반회계 1,030억 원 가운데 5건, 총 6억 1,500만 원이 삭감됐으며, 기금운용계획변경안 등 기타 안건은 원안 가결됐다.

정복순 위원장은 “침체된 지역경제에 고유가까지 겹치며 어려움이 가중될 것으로 우려된다”며 “정부 추경보다 선제적으로 편성된 점은 긍정적으로 평가하지만, 대규모 재원이 수반되는 사업에 대해서는 신중하게 심사했다”고 밝혔다. 이어 “승인된 예산이 민생 안정과 산불 피해의 항구적 복구에 적절히 사용되기를 기대한다”고 말했다.

As a result of the review, a total of 615 million won across five items was cut from the 103 billion won in the general account, while other agenda items, including the amendment to the fund management plan, were passed as originally proposed.

Chairperson Jeong Bok-sun stated, "We are concerned that difficulties will be exacerbated as high oil prices compound the stagnant local economy." She added, "While we view the fact that the budget was allocated preemptively ahead of the government's supplementary budget positively, we reviewed projects involving large-scale financial resources with caution." She further remarked, "We hope that the approved budget will be appropriately used for stabilizing people's livelihoods and the permanent recovery from wildfire damage."
