【브레이크뉴스 안동】이성현 기자=안동시의회가 지역 농산물 소비 확대와 중소농가 판로 확보를 위한 제도적 기반을 마련했다.
김새롬 의원(송하동·북후면·서후면)이 대표 발의한 ‘안동시 로컬푸드 육성 및 지원에 관한 조례안’이 3일 열린 제263회 제2차 정례회 경제도시위원회 심사에서 원안 가결됐다. 이번 조례는 약 1년간 지역 농가 의견 수렴과 검토 과정을 거쳐 발의된 것으로 알려졌다.
조례가 시행되면 안동시는 △먹거리 통합지원센터 설치·운영 △로컬푸드 인증제 도입 △전문 판매장 설치 및 직거래 장터 운영 △공동체지원형 농업 활성화 △학교·어린이집 등 공공급식 지원 △로컬푸드의 날 운영 등 로컬푸드 정책을 체계적으로 추진할 수 있는 근거를 갖게 된다.
시는 이를 통해 신선하고 안전한 농산물을 합리적 가격에 공급하며, 학교급식 및 공공급식 분야에도 지역 농산물을 확대 적용한다는 계획이다. 또 기획생산과 조직화를 통해 영세 농가의 안정적인 소득 기반을 마련하고, 생산자·소비자 간 연계 체계도 강화할 전망이다.
김새롬 의원은 “로컬푸드 정책의 성과는 단기간에 나타나지 않는다”며 “행정과 농가, 시민이 함께 구조를 다져가는 과정이 필요하다”고 강조했다. 이어 “이번 조례가 안동 지역 중소농가의 지속 가능한 미래를 여는 작은 불씨가 되길 바란다”고 말했다.
이번 조례안은 김경도·김상진·정복순·이재갑·우창하 의원이 공동 발의했다.

Andong City Council Enacts 'Local Food Promotion Ordinance', Laying Foundation for Supporting Small and Medium-Sized Farmers
The Andong City Council has established an institutional foundation to expand consumption of local agricultural products and secure market channels for small and medium-sized farms.
The 'Andong City Local Food Promotion and Support Ordinance,' sponsored by Councilmember Kim Sae-rom (Songha-dong, Bukhu-myeon, and Seohu-myeon), passed the original bill at the Economic and Urban Committee's 2nd regular session on the 3rd. This ordinance was reportedly proposed after approximately a year of consultation and review by local farmers.
Once the ordinance takes effect, Andong City will have the foundation to systematically implement local food policies, including the establishment and operation of an integrated food support center, the introduction of a local food certification system, the establishment of specialized stores and direct transaction markets, the promotion of community-supported agriculture, support for public meal services at schools and daycare centers, and the implementation of a Local Food Day.
Through this, the city plans to supply fresh and safe agricultural products at reasonable prices and expand the use of local produce in school and public food services. Furthermore, through planned production and organizational development, it aims to establish a stable income base for small-scale farmers and strengthen the linkage between producers and consumers.
Councilmember Kim Sae-rom emphasized, "The results of local food policies do not appear overnight," and added, "The administration, farmers, and citizens must work together to establish a robust structure." She added, "I hope this ordinance will serve as a small spark that opens the door to a sustainable future for small and medium-sized farmers in the Andong region."
The ordinance was co-sponsored by Councilmembers Kim Kyung-do, Kim Sang-jin, Jeong Bok-soon, Lee Jae-gap, and Woo Chang-ha.
