【브레이크뉴스 안동】이성현 기자=안동시의회 문화복지정책연구회(회장 우창하 의원)는 6일 시의회 회의실에서 '대한민국 문화도시사업의 지속성을 위한 안동시 문화도시 리브랜딩 방안 연구' 착수보고회를 열고, 문화도시 사업의 중장기 전략 수립을 위한 본격적인 논의에 들어갔다.

이번 연구는 문화체육관광부로부터 ‘대한민국 문화도시’로 지정된 안동시가 2025년부터 2027년까지 추진할 문화도시 사업의 방향성을 재정립하기 위한 것이다. 안동시는 풍부한 전통문화 및 생활문화 자원을 보유하고 있으나, 단발성 중심의 사업 운영이 지속 가능성을 약화시킬 수 있다는 지적이 꾸준히 제기돼 왔다. 이에 따라 장기 브랜드 전략, 시민 참여 기반 확대, 거버넌스 체계 확립의 필요성이 대두됐다.

연구는 ▲지역 정체성 기반의 문화도시 브랜드 방향 설정 ▲시민·청년·문화예술인 등 참여 확대 및 거버넌스 구조 정비 ▲문화도시 관련 제도 및 조례 정비 ▲사업 종료 이후에도 지속 가능한 운영 모델 마련 등을 주요 목표로 추진된다. 또한 국내외 문화도시 및 세계유산 도시 사례 분석과 현장조사·설문조사를 통해 실효성 높은 정책 대안을 도출할 계획이다.

우창하 회장은 “문화도시 사업은 단순한 행사 중심으로는 지속될 수 없으며, 구조적 안정성과 시민 참여 기반이 핵심”이라며 “이번 연구가 안동 문화도시의 향후 10년을 준비하는 출발점이 될 수 있도록 폭넓은 논의와 정책 방향 제시에 힘쓰겠다”고 말했다.

안동시의회 문화복지정책연구회는 앞으로 중간보고회 등을 통해 다양한 의견을 수렴하고, 연구 결과를 향후 문화정책 수립과 조례 제정에 적극 반영할 계획이다.

While Andong City possesses a wealth of traditional and lifestyle cultural resources, there have been persistent concerns that focusing on one-off projects could undermine sustainability. The research aims to establish a cultural city brand direction based on regional identity, expand participation from citizens, youth, and artists, and reorganize the governance structure, revise cultural city-related systems and ordinances, and establish a sustainable operation model beyond the project's conclusion. Furthermore, the research will analyze domestic and international cultural cities and world heritage cities, as well as conduct field research and surveys to develop highly effective policy alternatives.

Chairman Woo Chang-ha stated, "Cultural city projects cannot be sustained solely through events. Structural stability and a foundation for citizen participation are key." He added, "We will strive to foster broad discussion and provide policy direction so that this research can serve as a starting point for Andong's cultural city over the next decade."

The Andong City Council's Cultural Welfare Policy Research Committee plans to gather diverse input through interim reports and other means and actively incorporate the research findings into future cultural policy development and ordinance enactment.
