【브레이크뉴스 대구】진예솔 기자=대한민국시장·군수·구청장협의회(대표회장 조재구 대구 남구청장)는 24일 균형성장특별위원회 박수현 위원장을 만나 보통교부세 확대와 자치구 직접 교부의 필요성을 설명했다.

조재구 대표회장은 이재명 정부 대선공약인 교부세 법정 비율을 현행 내국세의 19.24%에서 24.24%로 5%포인트 인상하는 방안을 건의했다.

현재 자치구는 보통교부세를 광역시 본청을 통해 간접 배분받아 심각한 재정 불균형과 복지 수혜 형평성 문제가 발생하고 있다. 2025년 기준 자치구 재정 지원은 시·군의 2.3배 낮고, 사회복지 예산 비중은 62.2%로 시(40.3%)와 군(25.3%)보다 크게 높다. 이로 인해 자치구는 주민복지에 쓸 재원이 부족한 상황이다.

조 대표회장은 “교부세 법정률이 2006년 이후 19년간 동결돼 지방 재정이 어려운 만큼 교부세 인상이 시급하다”며 “광역정부와 기초정부가 함께 성장할 수 있도록 제도 개선이 필요하다”고 강조했다.

임택 광주 동구청장도 “1988년 자치구 설립 이후 보통교부세를 받지 못했다”며 “직접 교부가 어렵다면 부동산교부세 재원에 내국세 1% 추가 확보 방안도 검토해야 한다”고 덧붙였다.

박수현 위원장은 “자치구의 어려움을 알게 됐고, 직접 교부 등 제도 개선이 필요하다는 데 공감한다”고 밝혔다.

균형성장특별위원회는 지방의 자립 역량 강화를 위해 정치행정분과와 협의해 구조혁신 과제를 추진할 계획이다.

Chairperson Park Soo-hyun said, “We have learned about the difficulties of autonomous districts, and we agree that direct grants and other institutional improvements are necessary.”

The Special Committee on Balanced Growth plans to promote structural innovation tasks in consultation with the Political and Administrative Division to strengthen local self-reliance.
