【브레이크뉴스 대구】이성현 기자=한국사학진흥재단(이하 재단)이 8월 29일 교육부가 발표한 '학교복합시설 전문기관' 공모에서 최종 선정됐다.
이번 지정으로 재단은 학령인구 감소와 지역 소멸 가속화에 대응해 대학 유휴자산을 지역사회와 공유하고, 지속 가능한 대학 발전을 지원하는 사립대학 학교복합시설 사업을 전담하게 된다.
학교복합시설 사업은 학생과 주민이 함께 이용할 수 있는 교육·문화·체육·복지 시설을 학교 부지에 설치·운영하는 정책으로, 지난 1월 '학교복합시설법' 개정으로 초·중등학교 중심에서 대학 시설까지 확대됐다. 이를 통해 대학은 공공 인프라 거점 역할을 수행하고, 지역은 정주 여건 개선과 균형 발전을 도모할 수 있게 됐다.
재단은 전문기관 지정 기간인 3년간 사립대학 학교복합시설 사업 전반을 지원하며, 전담 조직 개편과 추진 체계 정립을 통해 사업 수요 발굴과 홍보를 강화할 계획이다. 대학과 지자체가 추진하는 학교복합시설 사업 전 단계에 걸쳐 자문과 컨설팅을 제공하고, 대학 복합시설 연구를 통해 지역과 대학에 적합한 모델을 개발할 예정이다.
또한 재단은 후속 법·제도 개정 및 사학진흥기금 연계 재정지원 방안 모색 등 단계적 지원으로 사업 활성화를 유도한다. 재단은 이미 대학 및 지자체와 연계한 행복기숙사 건립과 지역대학 경영 컨설팅 등 관련 분야에서 전문성을 축적해왔으며, 이번 지정으로 기획부터 운영까지 종합 지원체계를 갖추게 됐다.
차명돈 교육환경개선본부장은 “이번 지정은 사립대학이 공공의 책무를 다하며 지역사회와 상생 발전할 수 있는 중요한 전환점”이라며 “대학 유휴자산을 교육·문화·복지·체육 등 복합 인프라로 전환해 지자체, 지역공동체, 학생이 함께 혜택을 누릴 수 있도록 적극 지원하겠다”고 말했다.

The school complex facility project, a policy to establish and operate educational, cultural, sports, and welfare facilities on school grounds for the shared use of students and residents, was expanded from focusing on elementary and middle schools to include university facilities following the revision of the "School Complex Facilities Act" in January. This initiative will allow universities to serve as public infrastructure hubs, while improving living conditions and promoting balanced development in local communities.
The foundation will support the overall implementation of private university complex facility projects for three years, the designated specialized agency period. It plans to strengthen project demand identification and publicity by reorganizing the dedicated organization and establishing a robust implementation system. It will provide advisory and consulting services throughout all stages of university and local government complex facility projects, and through research on university complex facilities, it will develop models tailored to the region and university.
Furthermore, the foundation will encourage project revitalization through phased support, including follow-up legal and regulatory revisions and exploring financial support options linked to the Private School Promotion Fund. The foundation has already accumulated expertise in related fields, including the construction of Happy Dormitories in partnership with universities and local governments and management consulting for local universities. With this designation, the foundation will establish a comprehensive support system, from planning to operation.
Cha Myung-don, head of the Education Environment Improvement Headquarters, said, “This designation is an important turning point for private universities to fulfill their public responsibilities and develop together with the local community.” He added, “We will actively support the transformation of idle university assets into complex infrastructure for education, culture, welfare, and sports, so that local governments, local communities, and students can all benefit.”
