【브레이크뉴스 대구】진예솔 기자=대한민국시장군수구청장협의회가 ‘지방정부의 날’ 제정을 공식 제안하며, 자치분권 강화에 나섰다.

협의회는 26일 충남 보령 머드테마파크에서 민선 8기 4차년도 제2차 공동회장단 회의를 개최했다. 이번 회의에서는 지방정부 위상을 높이고 실질적 자치분권을 실현하기 위한 방안이 집중적으로 논의됐다. 핵심 안건은 ‘지방정부의 날’ 신설이었다.

현재 운영 중인 ‘지방자치 및 균형발전의 날’은 중앙정부 주도로 시행되는 데다, 명칭 변경이 반복되면서 정체성이 모호하다는 현장의 지적이 이어져 왔다. 협의회는 주민과 지방정부가 지방자치의 주체임을 분명히 하기 위해 기념일 성격 재정립이 필요하다고 강조했다.

새로 제안된 기념일은 ‘지방정부의 날’로 명칭을 바꾸고, 날짜는 첫 동시지방선거가 치러진 1995년 6월 27일로 지정하는 안이다. 기념행사는 행정안전부와 지방 4대 협의체, 광역·기초지방정부가 공동 추진하는 방향이 논의됐다.

조재구 대구 남구청장은 “대통령도 지방자치단체를 지방정부로 호칭하자고 한 만큼, 지금은 단순한 기념일이 아니라 지방의 시대를 선포하는 새로운 기념일이 필요하다”고 말했다. 이어 “6월 27일 지정은 주민주권 시대가 본격적으로 열린 날이라는 상징성이 있다”며 “명칭과 날짜, 운영 방식 등은 앞으로 다양한 의견을 들어 행안부와 국회 등과 폭넓게 논의해 국민적 공감을 이끌어내겠다”고 설명했다.

이날 회의에서는 최근 열린 제9회 중앙지방협력회의, 전국 시장·군수·구청장 국정설명회 결과도 공유됐다. 협의회 측은 시군구 대표 수를 1명에서 4명으로 늘리고, 보통교부세율을 5%포인트 인상해 자치구에 직접 교부하는 등 지방 권한과 재정 확대 방향으로 정책이 조정되고 있다고 밝혔다. 고향사랑기부제 세액공제 한도 상향(50만원)과 기준인건비 지방교부세 감액 페널티 폐지도 보고됐다.

조 회장은 “지방정부 위상 제고를 위한 변화가 조금씩 나타나고 있다”면서 “무엇보다 현장에서 체감할 수 있는 구체적 제도 변화가 반드시 뒤따라야 한다”고 강조했다.

The meeting also shared the results of the recent 9th Central-Local Cooperation Conference and the National Assembly's State Affairs Briefing for Mayors, County Mayors, and District Mayors. The conference stated that policies are being adjusted to expand local authority and finances, including increasing the number of city, county, and district representatives from one to four and increasing the general grant tax rate by 5 percentage points to directly allocate it to autonomous districts. The increase in the tax deduction limit for the Hometown Love Donation System (to 500,000 won) and the abolition of the penalty for reducing the local government transfer tax on standard personnel expenses were also reported.

Chairman Cho stated, "Changes are gradually emerging to elevate the status of local governments," but emphasized, "Above all, concrete institutional changes that can be felt on the ground must follow."
