최은석 의원은 5일 이 같은 통계를 공개하며, 대구 전 지역에서 10분 안에 응급 대응이 시작되는 ‘골든10 응급의료체계’ 구축을 첫 정책 공약으로 내세웠다.

최 의원이 보건당국에서 제출받은 자료에 따르면, 2021년부터 2025년까지 대구의 응급의료 수용곤란 증가 건수는 1만 5,727건으로 집계됐다. 이는 같은 기간 전국 증가분(2만 8,858건)의 54.5%에 달하는 수치다.

해가 갈수록 상황은 심각해졌다. 2025년 대구의 응급의료 수용곤란 고지 건수는 2만 311건을 기록했다. 응급의료 수용곤란은 병상 부족, 응급실 과밀, 전문 인력의 부족 등 이유로 병원이 환자를 수용하지 못하거나 수용이 지연되는 상황을 뜻한다.

이를 위해 권역별 소규모 초응급센터 설치, 실시간 병상·응급실 가동률 공유 시스템 구축, 응급의학 전문의와 응급구조사에 대한 인센티브 확대, 원격응급진료 확대 등을 핵심 과제로 꼽았다. 또 공공·민간 병원 간 협력으로 예비 병상을 확보하고 응급이송 체계 전반을 개선하는 방안도 과제로 제시했다.

최 의원은 단기적으로는 실시간 병상·응급실 가동률 공유 시스템을 시범 운영하고, 응급수용곤란 발생이 잦은 지역을 집중적으로 점검해야 한다고 밝혔다. 이어 중기적으로는 권역별 초응급센터 설치와 응급구조 인력 확충, 장기적으로는 응급의료 인프라 전반의 확충과 전담 예산 확보가 필요하다고 강조했다.

최 의원은 “응급환자가 병원을 이곳저곳 찾아다니는 일은 도시 안전망이 무너진 것과 다르지 않다”며 “대구가 더 이상 ‘응급환자 갈 곳 없는 도시’라는 불명예를 벗을 수 있도록 응급의료 체계를 근본적으로 재정비해야 한다”고 말했다.
