지난 16일 최은석 의원은 규제 샌드박스 제도의 미비점을 개선하기 위한 패키지 3법 개정안 일명 ‘규제 샌드박스 활성화법’을 대표발의했다.

규제 샌드박스란 아이들이 자유롭게 뛰어놀 수 있는 안전한 모래놀이터(sandbox)처럼, 기업들이 신산업· 신기술을 자유롭게 테스트할 수 있도록 일정 기간(특례기간) 규제를 면제 또는 유예 시켜주는 제도다.

그러나 규제 샌드박스의 일환인 임시허가 제도와 실증 규제특례 제도 등은 기간이 너무 짧아 기업들의 참여가 저조하고 제도의 실효성이 떨어진다는 문제점이 지적되어왔다. 

이에 최 의원은 ‘정보통신 진흥 및 융합 활성화 등에 관한 특별법(약칭: 정보통신융합법)’, ‘산업융합 촉진법’, ‘금융혁신지원 특별법(약칭:금융혁신법)’ 등 3법에 대한 일부개정법률안을 대표 발의했다.

3개 법안에 ▶신규 정보통신융합 기술·서비스의 시장 출시 등 사업화를 위한 임시허가 기간(2년→4년)과 실증 규제 특례기간(2년→4년) 연장, ▶산업융합 신제품·서비스의 실증을 위한 규제특례 임시허가 기간(2년→3년)과 실증 규제 특례기간(2년→4년) 연장, ▶금융위원회의 혁신금융서비스 지정 기간 연장(2년→4년) 등의 내용을 명시했다.

최은석 의원은 “규제 샌드박스는 신산업 발굴과 규제개선의 테스트베드 역할을 해왔다”며 “기업들의 참여를 유인하고, 충분한 검증 기간을 통해 후속 법령 정비 완료까지 이어져야 비로소 규제 샌드박스 제도가 가지는 가치도 커질 것이라 생각해 이번 개정안을 발의했다”고 말했다.

On the 16th, Assemblyman Choi Eun-seok proposed a package of three amendments to improve the shortcomings of the regulatory sandbox system, also known as the ‘Regulatory Sandbox Activation Act.’

Accordingly, Rep. Choi proposed a partial revision bill for the three laws, including the Special Act on Promotion of Information and Communications Technology and Activation of Convergence (abbreviated as the Information and Communications Convergence Act), the Promotion of Industrial Convergence Act, and the Special Act on Supporting Financial Innovation (abbreviated as the Financial Innovation Act).

The three bills include: ▶ Extension of the temporary permit period (2 years → 4 years) and the special period of verification regulation (2 years → 4 years) for commercialization such as market launch of new information and communication convergence technologies and services; ▶ Extension of the temporary permit period (2 years → 3 years) and the special period of verification regulation (2 years → 4 years) for verification of new industrial convergence products and services; ▶ Extension of the period of designation of innovative financial services by the Financial Services Commission (2 years → 4 years).

Rep. Choi Eun-seok said, “The regulatory sandbox has served as a test bed for discovering new industries and improving regulations,” adding, “I proposed this amendment because I believe that the value of the regulatory sandbox system will increase only when it attracts companies’ participation and continues through a sufficient verification period until follow-up legislation is completed.”
