헌정대상은 법률소비자연맹이 국회의원 전원을 대상으로 본회의 재석률, 상임위 출석률, 법안 표결 참여도, 대표 발의 법안의 성과 및 통과율, 국정감사 활동, 대정부질문 등 총 12개 항목을 계량화해 상위 25% 이내의 우수 의원을 선정하는 상이다.
최 의원은 개원 이후 상임위 출석률 100%를 기록하고, 국정감사에서는 ‘국리민복상’을 수상하는 등 성실한 의정활동을 펼쳐왔다. 예산결산특별위원회와 예산소위원회에서도 활발히 활동하며, 민생경제와 국가 경쟁력 강화를 위한 입법과 정책에 꾸준히 매진한 점이 긍정적으로 평가됐다.
특히 실질적 법안 발의와 현장 중심의 행보는 지역은 물론 중앙 정치권에서도 모범 사례로 꼽히며, 다양한 분야에서 고른 활약을 보였다.
수상 소감에서 최 의원은 “지난 1년은 국가 경제를 살리고 민생을 보듬는 데 온 힘을 다한 시간이었다”며 “앞으로도 초심을 잃지 않고 국민 눈높이에 맞는 진정성 있는 정치를 실천해 나가겠다”고 밝혔다.
